  • In partnership with the Panamanian government, UNICEF has set priorities for children for the period 2021-2025, focusing on transforming the alternative care system and creating a comprehensive child protection system in the country. Since 2021, UNICEF has provided technical assistance to the Ministry of Social Development (MIDES) and the National Secretariat for Childhood, Adolescence, and Family (SENNIAF) to develop public policy on alternative care, emphasizing deinstitutionalization and restoring the right to family and community living. This initiative has significantly reduced the number of institutionalized children and adolescents and has had a profound impact on their lives.

Job Overview:
The position involves leading a consulting team to close the information gap regarding protection cases in SENNIAF. The primary consultant, an Operations Engineer, will oversee the registration, documentation, and management of active protection cases, particularly those not yet entered into the Primero Panamá system. The consultant will work closely with a team of three social workers to ensure accurate data entry and case management. The role requires collaboration with various stakeholders, including the administrator of Primero Panamá and the UNICEF global team, to enhance the system's functionality and optimize its use. The consultant will also be responsible for creating a dashboard in PowerBI for monitoring and reporting purposes, ensuring effective coordination for family reunification and access to essential services for children.

Duties and Responsibilities:
  • Lead the registration, documentation, and management of all active protection cases in SENNIAF, focusing on those not yet documented in Primero Panamá.
  • Supervise the social work team in accurately entering data into the system.
  • Collaborate with the Primero Panamá administrator to create and configure forms according to SOPs for version 2.
  • Work with the UNICEF global team to develop a PowerBI dashboard for case monitoring and reporting.
  • Provide recommendations for optimizing Primero Panamá and creating new forms.
  • Assist in the training and empowerment of case workers in using Primero Panamá effectively.
  • Ensure compliance with established processes and best practices in child protection case management.
  • Facilitate communication and collaboration among interdisciplinary technical teams within SENNIAF.

Required Qualifications:
  • A degree in systems engineering with specialization/experience in systems administration and project management.
  • At least five years of experience in managing technology projects focused on end-users, including scope definition, use case development, time management, risk identification, and user support.
  • Strong customer service and communication skills to educate and empower end-users.
  • Proficiency in PowerBI and experience with Linux server management.
  • Knowledge of security" style="border-bottom: 1px dotted #007bff !important;">security best practices in Linux and container management tools (Docker).
  • Ability to maintain transparent communication with all stakeholders.

Educational Background:
  • For the IT consultant: A degree in systems engineering with a specialization in systems administration or project management.
  • For social work consultants: A bachelor's degree in social work, sociology, anthropology, or related fields.
  • Advanced degrees or certifications in relevant areas will be considered an advantage.

Experience:
  • The primary consultant must have a minimum of five years of experience in technology project management.
  • Social work consultants should have at least three years of professional experience working with vulnerable populations, particularly in child protection and alternative care settings.

Languages:
Fluency in Spanish is mandatory. Proficiency in English is desirable but not required.

Additional Notes:
The consultancy is subject to the terms outlined in the contract, including payment conditions based on deliverables and satisfaction of UNICEF's supervisor. Consultants are responsible for their tax obligations and must ensure valid visas and health insurance for the contract duration. Selected candidates must confirm full vaccination against COVID-19, except for those working remotely.
