Job Overview: The Diaspora Engagement and Return Support Project Officer will play a crucial role in supporting the implementation of key activities under the STRONG and M-MPTF projects. This position focuses on coordinating and supporting activities related to diaspora engagement and community development, under the supervision of the Project Manager and Project Component Manager. The officer will assist in strengthening the Diaspora Engagement for Development framework, which emphasizes public participation, governance, policy development, and community engagement efforts. The role involves monitoring and ensuring compliance with Responsible Party Agreements (HACT) with various stakeholders, overseeing data collection, and facilitating communication between UNDP and responsible parties. The officer will also coordinate support for the operationalization of the Diaspora Engagement Platform and engage highly qualified diaspora practitioners in priority development areas. This position requires a proactive approach to identifying and addressing challenges in project implementation, ensuring that activities align with project objectives and UNDP standards.
Duties and Responsibilities: The Diaspora Engagement and Return Support Project Officer will be responsible for a variety of tasks, including:
Assisting the Diaspora Relations Bureau in strengthening the Diaspora Engagement for Development framework, focusing on public participation and governance.
Coordinating and monitoring Responsible Party Agreements (HACT) with HTA Alliance and CALM, ensuring compliance and timely execution of activities.
Reviewing financial and progress reports to ensure transparency and proper resource allocation.
Providing technical support and guidance to responsible parties to address capacity-building needs.
Overseeing data collection and ensuring accurate reporting of progress and challenges.
Facilitating communication and coordination between UNDP and responsible parties.
Identifying risks and challenges in project implementation and proposing solutions.
Supporting the operationalization of the Diaspora Engagement Platform and facilitating the engagement of diaspora practitioners.
Assisting in the organization of thematic events and monitoring day-to-day activities to ensure quality outcomes. 1
Contributing to the preparation of reports for donors and stakeholders, and participating in advocacy efforts to promote development and diaspora engagement.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in relevant fields such as Migration Studies, Social Sciences, Public Administration, Economics, Political Sciences, International Relations, Development, or Business Administration. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. A minimum of 2 years of relevant work experience at the national or international level in management advisory services or hands-on experience in design, monitoring, and evaluation of development projects is required. Proficiency in using office software packages and web-based management systems is essential, along with familiarity with internal control frameworks and results-based management tools. Professional experience in coordinating projects with civil society organizations and familiarity with diaspora engagement strategies will be advantageous.
Educational Background: The educational background required for this position includes an advanced university degree (master's degree or equivalent) in fields related to migration, social sciences, public administration, economics, political sciences, international relations, development, or business administration. Candidates with a first-level university degree (bachelor’s degree) along with relevant experience will also be considered. Additional training or certification in relevant thematic areas or project management is a plus, enhancing the candidate's qualifications for the role.
Experience: The position requires a minimum of 2 years of relevant work experience for candidates with a master's degree, or 4 years for those with a bachelor's degree. This experience should be at the national or international level, focusing on providing management advisory services or hands-on experience in the design, monitoring, and evaluation of development projects. Candidates should demonstrate a strong understanding of project management principles and practices, as well as experience in engaging with various stakeholders, including government entities, NGOs, and civil society organizations.
Languages: Fluency in English and Romanian is mandatory for this position. Additionally, knowledge of one or more minority languages relevant to Moldova, such as Russian, Romani, Gagauzian, Bulgarian, Ukrainian, or sign language, is considered an asset. Proficiency in these languages will enhance communication and engagement with diverse communities and stakeholders in Moldova.
