Job Overview: The Chief of Section for Europe and North America and Latin America and the Caribbean will play a pivotal role in enhancing cooperation with Member States in these regions. This position requires a strategic thinker who can define and conceptualize a vision for collaboration, working closely with senior management. The incumbent will oversee the performance of regional desks, ensuring effective relations with Member States and regional organizations. The role involves preparing briefing materials for high-level officials, managing diplomatic relations, and providing guidance to senior management. The Chief of Section will also lead a team, manage projects, and represent UNESCO at various international forums, making this a highly influential position within the organization.
Duties and Responsibilities:
Supervise and monitor the performance of regional desks responsible for relations with Member States in Europe, North America, and Latin America and the Caribbean.
Prepare briefing notes and talking points for the Director-General and provide continuous guidance to senior management.
Manage and coordinate relations with Member States and regional organizations, ensuring strategic support and high-level briefings.
Define and implement a comprehensive strategy to strengthen cooperation with Member States.
Develop and maintain relationships with senior government officials and advise on mutual concerns.
Lead and manage a team, including planning work assignments, coaching, mentoring, and evaluating staff.
Plan and coordinate programs and projects requiring inter-agency involvement.
Represent the Division of External Relations at conferences and seminars.
At least ten years of progressively relevant professional experience in external relations, diplomacy, or related fields, with five years at the international level.
Extensive experience in diplomatic work and development issues related to UNESCO’s areas of competence.
Proven experience in advocacy and partnership creation at the international level.
Strong leadership and management skills, with the ability to administer extensive programs and financial resources.
Educational Background: Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as international relations, political sciences, social sciences, or other related areas. Additional courses or training related to the post are desirable.
Experience: Candidates should have a minimum of ten years of relevant professional experience, including at least five years in international settings, preferably within the UN system or other international organizations. Experience in diplomatic relations, multilateral cooperation, and development management is essential.
Languages: Excellent knowledge of English or French is mandatory, with good knowledge of the other language. Knowledge of another official UNESCO language (Arabic, Chinese, Russian, or Spanish) is desirable.
Additional Notes: This position is a fixed-term contract for a duration of two years, with the possibility of renewal. The role is open to both internal and external candidates. The approximate annual starting salary for this position is 151,700 USD, and benefits may include 30 days of annual leave, family allowance, medical insurance, and a pension plan.
