Job Overview:
The engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer Expert Consultant will play a crucial role in supporting the Agricultural Transformation Agency (ATA) of Togo in implementing its 2025 National Roadmap, which prioritizes agriculture as a key driver of economic growth. This position involves providing technical assistance in civil engineering to enhance the capabilities of ATA staff and ensure the successful execution of agricultural projects. The consultant will be responsible for diagnosing the needs for storage and drying facilities, drafting technical specifications, and evaluating construction projects. The role requires a blend of independent work and collaboration with teams, utilizing technical expertise to conduct assessments, analyze data, and prepare reports. The consultant will also engage with stakeholders to build partnerships and facilitate informed decision-making regarding construction projects. This position is vital for ensuring that agricultural initiatives in Togo are supported by sound engineering practices, ultimately contributing to food security and economic development in the region.

Duties and Responsibilities:
The Civil Engineer Expert Consultant will be responsible for a variety of tasks, including but not limited to:
  • Diagnosing the needs of producers for storage and drying facilities to enhance agricultural productivity.
  • Defining the functional requirements for these facilities to ensure they meet the needs of smallholder farmers.
  • Drafting technical specifications for the construction of storage and drying facilities, ensuring compliance with engineering standards.
  • Preparing terms of reference for the recruitment of project managers to oversee construction projects.
  • Evaluating technical bids for project management contracts and providing recommendations.
  • Supporting the monitoring of construction works and the acceptance of completed projects.
  • Building the capacity of ATA staff on civil engineering principles related to agricultural projects.
  • Providing technical assistance on hydro-agricultural development and agricultural land development projects as required.
  • Creating technical reports and recommendations based on field assessments and desk reviews. 1
  • Managing project proposals to ensure feasibility and alignment with ATA's objectives. 1
  • Participating in discussions with partners and stakeholders regarding construction projects and leading engineering presentations. 1
  • Establishing and maintaining effective working relationships with internal and external clients to meet their expectations.

Required Qualifications:
Candidates must possess a Master's degree or higher in civil engineering or a related engineering discipline, such as rural engineering. Alternatively, a first university degree with additional years of relevant experience and/or advanced training may be considered. Accreditation as a 'Professional Engineer' or 'Chartered Engineer' recognized by a national or international regulatory authority is also required. The ideal candidate should have a strong understanding of civil engineering principles and practices, particularly in the context of agricultural development.

Educational Background:
The educational background required for this position includes a Master's degree or higher in civil engineering or a related field. Candidates with a first university degree in civil engineering or a related discipline, combined with significant relevant experience and advanced training, may also be considered. The position requires a solid foundation in engineering principles, particularly those applicable to agricultural projects and infrastructure development.

Experience:
A minimum of 5 years of work experience in civil engineering or a related engineering discipline is required. This experience should include evaluating construction project designs, managing construction projects to ensure compliance with design specifications, and preparing technical reports based on field evaluations. Candidates should have a proven track record of managing or contributing to small and medium-sized engineering projects, demonstrating responsibility for engineering decision-making and stakeholder engagement.

Languages:
Fluency in French (level C) is mandatory, as it is the primary language of communication in Togo. A basic level of English, both written and verbal, is also required to facilitate communication with international stakeholders and partners. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This position is a short-term contract for a duration of 3 months, with the possibility of extension based on project needs and funding availability. The role is classified as a regular consultant position, and candidates should be prepared to work full-time. The consultant will be based in Lomé, Togo, and will report to the Director General of the Agricultural Transformation Agency.
