The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, led by an independent UN Resident Coordinator who represents the UN Secretary-General at the country level. The UN RCO supports countries in achieving their development priorities and the SDGs, operating in various countries worldwide with a mission to foster sustainable development and cooperation among UN agencies.

Job Overview:
The Programme Officer position is located within the United Nations Resident Coordination Office (RCO) in Port Moresby, Papua New Guinea. This role involves significant responsibilities in the development, implementation, and evaluation of programs and projects aimed at supporting the UN's mission in the country. The Programme Officer will work closely with the Senior Development Coordination Officer and will be tasked with advising on strategic priorities and programmatic allocations. The position requires strong logistical and operational support skills, as well as the ability to facilitate collaboration among various stakeholders. The Programme Officer will also be responsible for monitoring operational risks, consolidating reports, and ensuring that gender equality is integrated into all projects. This role is pivotal in resource mobilization and communication efforts, requiring a proactive approach to outreach and data analysis to inform decision-making and reporting.

Duties and Responsibilities:
The Programme Officer will undertake a variety of duties, including but not limited to: participating in the development and evaluation of programs/projects; advising the Resident Coordinator on strategic priorities; providing logistical support to the Steering Committee; organizing calls for proposals; monitoring operational risks; consolidating annual reports; facilitating collaboration among project officers; liaising with administrative authorities on fund management; reviewing proposals for gender equality integration; submitting project reports; analyzing financial closure; supporting resource mobilization; conceptualizing communication activities; organizing high-level strategic dialogues; and conducting outreach activities. The role requires a comprehensive understanding of program management and the ability to analyze data to identify trends and support decision-making.

Required Qualifications:
Candidates must possess a strong understanding of program management and sustainable development theories and concepts. They should demonstrate the ability to identify and analyze issues, conduct independent research, and effectively communicate findings. The role requires a commitment to gender perspectives and the ability to manage conflicting priorities efficiently. Professionalism, communication skills, and planning and organizing abilities are essential for success in this position.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in finance, environment, sustainable development, social sciences, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, successful completion of programs in data analytics, business analytics, or data science is desirable, reflecting the UN's commitment to integrating data-driven approaches into its operations.

Experience:
A minimum of five years of progressively responsible work experience in partnership development, program management, banking, or investment is required. Experience in client-facing roles or developing sustainable finance activities is essential. Candidates should have experience working with the international or private finance sector, including banks and NGOs. Desirable experience includes developing work programs for various stakeholders and at least two years in data analytics or related fields.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is considered an advantage. Fluency is defined as being able to read, speak, write, and understand the language proficiently, while knowledge indicates a confident ability in at least two of these areas.
