Job Overview: The Information and Communications Technology (ICT) Specialist position is crucial for ensuring the secure, stable, and functional operation of ICT systems that support various initiatives related to REDD, climate change, and land use planning. The incumbent will work under the direct supervision of the Chief Technical Advisor and will collaborate closely with international experts on the National Forest Monitoring System (NFMS) and Land Use Plan Decision Support System (DSS). The role involves maintaining and enhancing the PNG Carbon Registry Data Management System, leading cloud migration efforts, and supporting the NFMS/MRV Dashboard. The ICT Specialist will also assist in developing interoperable systems that link greenhouse gas inventories and carbon transactions, while providing user support and capacity building for various stakeholders. This position is integral to advancing sustainable forest management and climate change mitigation strategies in Papua New Guinea.
Duties and Responsibilities: The duties and responsibilities of the ICT Specialist include: maintaining and enhancing the demo version of the PNG Carbon Registry Data Management System, leading the cloud migration of the PNG Forest and Land Use Monitoring Geo-Portal, operating and supporting the NFMS/MRV Dashboard, assisting in the development of interoperable systems, supporting the implementation of the Deforestation Alerts System, providing system documentation and user manuals, managing procurement and maintenance of ICT equipment, providing user-level support to various agencies, supporting capacity building through training and helpdesk assistance, and collaborating with the GIS/RS Officer to ensure metadata consistency and system usability.
Required Qualifications: Candidates must possess a university degree in Computer Science, Information Technology, Software Engineering, or a related field relevant to FAO’s mandate. Additionally, they should have at least 3 years of relevant experience in ICT system development, database management, or digital platform support, preferably in environmental or development-related projects. A working knowledge of English is also required, and candidates must be nationals of Papua New Guinea.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as Computer Science, Information Technology, or Software Engineering. It is essential that the degree is obtained from an institution accredited or recognized in the World Higher Education Database (WHED).
Experience: The position requires a minimum of 3 years of relevant experience in ICT system development, database management, or digital platform support.
