Job Overview:
The security" style="border-bottom: 1px dotted #007bff !important;">Security Officer role at UNICEF is crucial for ensuring the safety and security of personnel and their eligible family members, as well as safeguarding UNICEF premises, assets, and resources. Reporting to the Representative, the Security Officer will work closely with the United Nations Department of Safety and Security (UNDSS) to manage security planning, risk assessments, and operational activities. The position requires a proactive approach to security management, including monitoring security situations, implementing security policies, and providing technical support for contracted security providers. The Officer will also be responsible for drafting security documentation and compiling mandatory reports, ensuring compliance with UNICEF security reporting guidelines. This role is vital in maintaining a secure environment for UNICEF operations and personnel in Papua New Guinea, where security challenges are prevalent due to the country's diverse and complex socio-political landscape.

Duties and Responsibilities:
  • Security Risk Management and Planning: Collect, record, and report all information related to the safety and security of UNICEF personnel and their families, premises, assets, and resources. Assist in implementing technical requirements from the UN Security Plan and Minimum Operating Security Standards (MOSS). Provide technical support for contracted security providers and assist in drafting security documentation and compiling mandatory reports.
  • Safety and Security Services: Monitor the security situation and emerging threats, assist in security activities that support UNICEF operations, and draft security-related information and instructions for personnel.
  • Security Networking and Partnership Building: Identify appropriate liaisons within the UNSMS/NGO community through UNDSS.
  • Innovation, Knowledge Management, and Capacity Building: Capture and share lessons learned, implement capacity-building initiatives to enhance stakeholder competencies on security preparedness and operations.

Required Qualifications:
The position requires a university degree in Security Risk Management, International Relations, Conflict Analysis, Intelligence Analysis, Diplomatic Studies, Conflict and Security, Counter Terrorism, or a relevant technical field. A minimum of one year of professional experience in global security risk management and/or security analysis is required. Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable. Fluency in English is mandatory, and knowledge of another official UN language or a local language is considered an asset.

Educational Background:
Candidates must possess a university degree in a relevant field such as Security Risk Management, International Relations, Conflict Analysis, or similar disciplines. This educational background is essential for understanding the complexities of security management and risk assessment in a global context, particularly within the framework of the United Nations.

Experience:
A minimum of one year of professional experience in global security risk management and/or security analysis is required for this position. Candidates with demonstrated international security management experience and a solid understanding of the United Nations Security Management System will be preferred, as this experience is crucial for effectively navigating the security landscape in which UNICEF operates.

Languages:
Fluency in English is required for this position. Additionally, knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing communication and collaboration within the diverse environments UNICEF operates in.
