Job Overview: The Administrative Officer plays a crucial role in the administration of human resources, budget, finance, and general administration within the OSCM. This position requires a comprehensive understanding of UN rules and procedures, particularly in human resource management, budget formulation, and financial oversight. The officer will coordinate various administrative activities, ensuring compliance with UN policies while supporting the implementation of the OSCM work programme. The role involves preparing and monitoring budgets, managing human resources activities, and overseeing procurement processes. The Administrative Officer will also be responsible for drafting reports, analyzing program developments, and ensuring that projects align with organizational goals and timelines. This position demands a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders across the UN system.
Duties and Responsibilities: The Administrative Officer will be responsible for a wide range of duties, including but not limited to: coordinating human resource activities such as recruitment, placement, and performance appraisal; participating in budget preparation and implementation; monitoring financial resources and ensuring compliance with the programme budget; overseeing procurement and billing processes; managing office technology needs; drafting reports and background papers; supporting project implementation and policy development; serving as Security Liaison Officer; and performing other related tasks as required. The officer will also be expected to provide guidance on financial administration and management issues, coordinate with oversight bodies, and ensure that all activities are aligned with UN policies and practices.
Required Qualifications: Candidates must possess a strong understanding of administrative, budgetary, financial, and human resources policies and procedures. They should demonstrate the ability to apply UN administrative rules and regulations effectively, possess analytical skills for independent research, and be capable of formulating opinions and recommendations based on their findings. The ideal candidate will show professionalism, efficiency, and a commitment to achieving results while maintaining a focus on gender perspectives and equal participation in all areas of work.
Educational Background: An advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, certification in Project/Programme Management methodology from an accredited body is desirable.
Experience: A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management, or a related field is required. Candidates should have experience with budgetary policies and practices, financial regulations, and rules. Experience in drafting reports for audits and performance management is desirable, as is experience working in budget and finance at the international level. Familiarity with Enterprise Resource Planning (ERP) systems, particularly SAP financial modules, and experience with business intelligence systems and data analysis are also advantageous.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official UN language, such as French, is desirable and may enhance a candidate's profile.
