Job Overview:
The position of National Consultant on Policy Alignment on Access and Benefit-Sharing involves providing expert guidance and support to align national policies with international frameworks regarding access and benefit-sharing of genetic resources. The consultant will work closely with various stakeholders, including government agencies, local communities, and international organizations, to ensure that national policies are in compliance with the Convention on Biological Diversity and other relevant agreements. The consultant is expected to conduct thorough analyses of existing policies, identify gaps, and propose actionable recommendations to enhance policy coherence and effectiveness. This role requires a deep understanding of biodiversity issues, legal frameworks, and the socio-economic implications of access and benefit-sharing.

Duties and Responsibilities:
  • Conduct a comprehensive review of existing national policies related to access and benefit-sharing of genetic resources.
  • Analyze the alignment of these policies with international agreements, particularly the Convention on Biological Diversity.
  • Identify gaps and inconsistencies in current policies and practices.
  • Engage with stakeholders, including government officials, local communities, and NGOs, to gather insights and perspectives on access and benefit-sharing issues.
  • Develop a set of recommendations for policy improvements and alignment with international standards.
  • Prepare detailed reports and presentations summarizing findings and recommendations.
  • Facilitate workshops and discussions to promote understanding and acceptance of proposed policy changes.
  • Provide ongoing support and advice to government agencies in implementing recommended policy changes.
  • Monitor and evaluate the impact of policy changes on access and benefit-sharing practices.

Required Qualifications:
  • Advanced degree in environmental science, law, public policy, or a related field.
  • Proven experience in policy analysis and development, particularly in the context of biodiversity and access and benefit-sharing.
  • Strong understanding of international biodiversity agreements and national legal frameworks.
  • Excellent analytical and research skills, with the ability to synthesize complex information into clear recommendations.
  • Strong communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
  • Ability to work independently and manage multiple tasks effectively.

Educational Background:
A Master's degree or higher in environmental science, law, public policy, or a related field is required for this position. Candidates with a PhD or equivalent experience in relevant areas will be given preference. Additional certifications or training in biodiversity conservation, environmental law, or related fields will be advantageous.

Experience:
A minimum of 5 years of professional experience in policy analysis, development, or implementation related to biodiversity, environmental management, or natural resource governance is required. Experience working with international organizations, government agencies, or NGOs on access and benefit-sharing issues is highly desirable. Familiarity with the Convention on Biological Diversity and other relevant international frameworks is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Albanian or other local languages is considered an asset. Knowledge of additional languages relevant to the region may also be beneficial.

Additional Notes:
This position is offered as an individual contractor role, and the contract duration will be specified upon selection. The consultant is expected to work on a full-time basis for the duration of the contract. Compensation will be commensurate with experience and qualifications.
