Job Overview: The position of Capacity Building Expert for Flood Risk Management in Bosnia and Herzegovina is designed to enhance the capabilities of local institutions and stakeholders in managing flood risks effectively. The expert will be responsible for developing and implementing training programs, workshops, and capacity-building initiatives aimed at improving flood risk management practices. The expert will also be expected to assess current capacities, identify gaps, and propose tailored solutions to strengthen flood resilience in the region. The assignment is set to take place from July to December 2025, encompassing a total of 40 working days.
Duties and Responsibilities:
Conduct a comprehensive assessment of existing flood risk management capacities in Bosnia and Herzegovina.
Develop tailored training materials and resources for various stakeholders involved in flood risk management.
Facilitate workshops and training sessions to enhance the knowledge and skills of local institutions and communities.
Collaborate with government agencies and NGOs to ensure alignment of capacity-building efforts with national policies and strategies.
Monitor and evaluate the effectiveness of capacity-building initiatives and make necessary adjustments based on feedback and outcomes.
Prepare detailed reports on training activities, participant feedback, and recommendations for future capacity-building efforts.
Engage with international experts and organizations to share best practices and lessons learned in flood risk management.
Provide ongoing support and guidance to local stakeholders in implementing flood risk management strategies.
Required Qualifications:
Proven expertise in flood risk management, disaster risk reduction, or related fields.
Strong understanding of the socio-economic and environmental context of Bosnia and Herzegovina.
Excellent facilitation and training skills, with experience in delivering capacity-building programs.
Ability to work collaboratively with diverse stakeholders, including government officials, community leaders, and international organizations.
Strong analytical and problem-solving skills, with the ability to assess needs and develop effective solutions.
Proficiency in project management and the ability to manage multiple tasks and deadlines effectively.
Educational Background: A minimum of a Master's degree in Environmental Science, Disaster Management, Civil Engineering, or a related field is required. Additional certifications in flood risk management or disaster risk reduction will be considered an asset.
Experience: At least 5 years of professional experience in flood risk management, disaster risk reduction, or related fields is required. Experience working with international organizations, particularly in the context of capacity building and training, is highly desirable. Familiarity with the local context in Bosnia and Herzegovina and previous experience in similar roles will be an advantage.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Bosnian, Croatian, or Serbian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of capacity-building efforts.
Additional Notes: The contract duration for this position is from July to December 2025, with a total of 40 working days. This is a consultancy role, and the expert will be expected to work on a part-time basis. The position may involve travel within Bosnia and Herzegovina to conduct training sessions and workshops. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and other relevant expenses.
