Job Overview:
The Human Resources Officer, Client Services, Overseas Team is responsible for supporting the implementation of HR programs and initiatives specifically tailored for overseas employees. This role involves working closely with Senior Human Resources Partners (SHRPs) and overseas employees, ensuring that the Fund's HR policies are consistently applied within the assigned department. The officer will engage in various HR functions, including recruiting, staffing, performance management, and addressing the unique business needs of overseas operations. The position requires a proactive approach to fostering relationships between HR and overseas employees, ensuring that the latter have the necessary resources and support for their roles. Additionally, the officer will participate in HR modernization projects and stay updated on policy developments that impact overseas employees.

Duties and Responsibilities:
  • Develop overseas staffing strategies in collaboration with SHRPs and heads of offices, ensuring a diverse and skilled workforce abroad.
  • Oversee the recruitment process for overseas employees, including identifying future staffing needs, approving job advertisements, requisitions, and short-listing candidates.
  • Participate in the interview process and manage recruitment transactions in Workday, in collaboration with the HR Business Partner.
  • Maintain strong relationships with overseas employees, assisting SHRPs in managing local employees and addressing their needs.
  • Implement performance management tools and monitor local employee performance issues, proposing solutions and tracking improvement plans.
  • Engage in HR modernization projects and working groups that include local employees, ensuring alignment with departmental and Fund-wide HR policies.
  • Perform other job-related duties as assigned, contributing to the overall effectiveness of the HR department.

Required Qualifications:
Candidates must possess an advanced university degree in Human Resources or a related field, or a university degree supplemented by at least six years of relevant professional experience. Alternatively, candidates with a minimum of two years of relevant experience at grade A08 or equivalent are also eligible. Specialized skills include familiarity with overseas offices, cultural knowledge of the Fund's practices, and the ability to apply good judgment in HR decision-making. Candidates should demonstrate broad knowledge in multiple HR areas, such as staffing, training, and compensation, and possess strong analytical skills to identify and address issues effectively.

Educational Background:
An advanced university degree in Human Resources or a related field is required. Alternatively, a university degree with a minimum of six years of relevant professional experience is acceptable. Candidates with a minimum of two years of relevant experience at grade A08 or equivalent are also considered qualified for this position.

Experience:
The position requires a minimum of six years of relevant professional experience in Human Resources or a related field. Candidates with two years of experience at grade A08 or equivalent may also apply. Experience should encompass various HR functions, including staffing, performance management, and employee relations, particularly in an international context.

Languages:
Proficiency in English is mandatory, as clear communication with diverse audiences is essential. Knowledge of additional languages is considered a valuable asset, particularly for roles involving international collaboration and engagement with overseas employees.

Additional Notes:
The position is classified at levels A09 and A10, with the potential for a regular staff member to maintain their open-ended status upon selection. Contractual employees may be offered a Term staff appointment, and current term staff may receive an extension if applicable.
