Job Overview: The Mid-Term Review Consultant will conduct an evaluation of the UN Women Mozambique Country Office Strategic Note (2023-2026). This role involves assessing the progress made towards the intended results, analyzing the effectiveness and efficiency of the strategic note, and providing actionable recommendations for future programming. The consultant will utilize mixed methods for data collection, including qualitative and quantitative approaches, ensuring a participatory evaluation process that adheres to gender-responsive evaluation principles. The consultant will also engage with various stakeholders, including UN Women staff, partners, and beneficiaries, to gather insights and validate findings.
Duties and Responsibilities:
Conduct a desk review of key documents related to UN Women Mozambique's Strategic Note and previous evaluations.
Develop a short questionnaire for surveying key partners and analyze the results.
Prepare a Discussion Paper outlining the general situation analysis and relevance of the strategic note.
Review and provide recommendations on position papers concerning various operational issues.
Capture findings in a PowerPoint presentation for the UN Women Mozambique team.
Facilitate workshops and discussions during the Mid-Term Review process.
Prepare and finalize the Mid-Term Review report, including summarized findings and recommendations for future workplans.
Ensure adherence to UN Women evaluation ethics and norms throughout the evaluation process.
A Bachelor’s degree with relevant experience may be considered in lieu of an advanced degree.
High proficiency in Portuguese and English is mandatory.
Strong facilitation and communication skills, with experience in field data collection and stakeholder engagement.
Extensive evaluation experience with UN agencies or similar organizations, particularly in gender equality and women's empowerment.
Educational Background: Candidates must possess a Master’s degree or advanced university degree in relevant fields such as social sciences, gender studies, or program management. A Bachelor’s degree may be acceptable if accompanied by significant relevant experience in the field.
Experience: A minimum of 10 years of professional work experience in program development and implementation, including monitoring and evaluation activities. Candidates should have proven experience in gender equality and women's empowerment, particularly in the African context, and familiarity with the specific challenges and opportunities in Mozambique. Experience with UN agencies or similar international organizations is highly desirable.
Languages: Mandatory languages include high proficiency in Portuguese and English. Additional language skills may be considered an asset but are not required.
Additional Notes: The evaluation is expected to be completed within 30 working days, starting from the signing of the consultancy agreement. The consultant will be responsible for various phases of the evaluation, including preparation, data collection, analysis, and reporting. The final report is due by July 11, 202
