The position is located within the Programme Office in Mozambique (POMOZ) under the Regional Office for Southern Africa (ROSAF) of the United Nations Office on Drugs and Crime (UNODC). UNODC was established to assist Member States in their struggle against illicit drugs, crime, and terrorism. Job Overview:
The Programme Officer for Cybercrime will play a crucial role in coordinating and implementing projects aimed at countering cybercrime and related offenses in Southern and Eastern Africa. The incumbent will be responsible for developing and delivering technical assistance and training to national agencies, ensuring that they are equipped to combat cybercrime effectively. This position requires a deep understanding of cybercrime issues, including fraud, online child sexual abuse, and financial investigations. The officer will also engage with national authorities to enhance their frameworks for addressing cybercrime, monitor project implementation, and analyze data to inform decision-making. The role demands a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to achieve organizational goals.

Duties and Responsibilities:
The incumbent will be tasked with a variety of responsibilities, including: coordinating the formulation and implementation of projects related to countering cybercrime; providing policy advice and monitoring the development of action plans with national authorities; delivering technical assistance and training to enhance the capabilities of national agencies; preparing and submitting project documents and reports; monitoring expenditures and ensuring effective use of funds; contributing to fundraising efforts; engaging with national authorities to support their efforts in combating cybercrime; analyzing data to identify trends and inform strategic planning; and performing other related duties as required. The role requires a high level of professionalism and the ability to manage multiple priorities effectively.

Required Qualifications:
Candidates must possess a strong understanding of cybercrime issues and relevant law enforcement practices. They should demonstrate the ability to develop training materials and deliver expert-level training courses. The role requires excellent analytical skills, the ability to manage conflicting priorities, and a commitment to gender equality in all areas of work. Candidates should also have a collaborative mindset, valuing teamwork and the contributions of others while being able to plan and organize their work efficiently.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in law, criminology, international security, political science, or a related field is required. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification in tracing cryptocurrencies is desirable, indicating a specialized knowledge that would enhance the candidate's qualifications for this role.

Experience:
A minimum of five years of progressively responsible professional work experience in providing technical assistance in countering cybercrime, cryptocurrencies, and financial investigations is required. Candidates should have experience supporting criminal justice institutions in implementing technical assistance related to cybercrime and delivering training to the criminal justice sector. Experience working within the United Nations or similar international organizations is desirable, particularly in law enforcement operations. Familiarity with data analytics or related fields is also beneficial.

Languages:
English is required for this position, as it is one of the working languages of the United Nations Secretariat. French is also a working language, and proficiency in Portuguese is desirable. Candidates should refer to the UN Language Framework for the minimum required proficiency levels in these languages, ensuring they can effectively communicate and collaborate in a multilingual environment.

The position is full-time and based in Maputo, Mozambique. The role may involve international travel to support project implementation and engagement with national authorities.
