Job Overview: The Portfolio Analyst - Learning Designer will play a crucial role in enhancing the effectiveness of UNDP's portfolio management in Mozambique. This position is designed to extract learning and adapt portfolio management strategies over time, particularly in a complex and dynamic context. The incumbent will work across three interconnected portfolios: Infrastructure Maintenance, Economic Diversification, and Youth Employment. The primary responsibility will be to co-design and facilitate learning methodologies that embed reflection, experimentation, and adaptation into portfolio management processes. This role requires strong teamwork and facilitation skills to foster collaborative learning among various stakeholders, including UN agencies, NGOs, government entities, and civil society organizations. The Portfolio Analyst will synthesize insights from data and lived experiences to create actionable knowledge that informs strategic decisions and adaptive management of the portfolios.
Duties and Responsibilities:
Design and Facilitate Learning Methodologies: Develop and apply learning methodologies that enable collective sense-making and adaptive management across the portfolios; facilitate workshops and knowledge exchange sessions; translate learning into actionable adaptations for portfolio teams; introduce creative facilitation tools to enhance collaboration.
Create and Nurture a Learning Environment: Design an inclusive learning environment that encourages experimentation and dialogue; embed learning practices into daily portfolio work; support teams in turning insights into improved strategies; curate materials that communicate portfolio progress.
Strengthen Learning Systems and Intelligence: Collaborate with data analysts and M&E experts to connect learning with data; support the development of a learning system that tracks emerging signals and contextual changes; document learning processes for global UNDP knowledge products.
Facilitate Capacity Building and Knowledge Sharing: Build capacity in systems thinking and adaptive management; design training sessions for portfolio teams; align learning activities with the portfolio results framework; connect Mozambique’s experiences with global learning initiatives.
Contribute to Strategic Communication and Engagement: Collaborate with the communications team to craft narratives that illustrate learning outcomes; engage with external partners to co-create learning experiences; support the design of visual materials that communicate learning outcomes.
Extract and Synthesize Learning: Conduct sense-making protocols to extract learning; synthesize insights across initiatives; support the generation of new policies based on emerging learning; facilitate learning processes to capture insights and lessons.
Support Tools and Frameworks for Portfolio Management: Identify tools to document and share learnings; lead research and data collection strategies; conduct policy analysis on digital development trends.
Establish Platforms for Learning and Knowledge Management: Identify synergies across portfolios; create collaboration platforms that include government and donors; ensure effective follow-through in analysis and planning.
Monitor Progress and Ensure Results-Based Management: Develop a results framework for cross-portfolio monitoring; track and document progress and risks; coordinate evaluations and reviews; ensure compliance with audit requirements.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in Design, Education, Organizational Development, Communication, Development Studies, or a related field. Alternatively, a first-level university degree (bachelor's degree) combined with two additional years of qualifying experience will be considered. The role requires a minimum of two years of relevant experience with a master's degree or four years with a bachelor's degree in learning design, facilitation, or knowledge management within development or organizational learning contexts. Proven experience in designing and facilitating learning processes for multidisciplinary teams is essential, along with strong communication and synthesis skills. Familiarity with digital collaboration tools and experience working with UN or international development organizations are highly desirable.
Educational Background: An advanced university degree (master's degree or equivalent) in relevant fields such as Design, Education, Organizational Development, Communication, or Development Studies is required. A first-level university degree (bachelor's degree) in these areas, combined with additional qualifying experience, will also be considered.
