ICAO works with the 193 member states and global aviation organizations to develop international Standards and Recommended Practices (SARPs) and to assist in their implementation. Job Overview: The Regional Officer for Air Transport and Implementation Support is responsible for providing technical guidance and support to member states in the areas of civil aviation forecasting, economic regulation, and infrastructure management. This position involves liaising with various stakeholders, including government officials and regional organizations, to ensure the effective implementation of ICAO's policies and standards. The incumbent will also coordinate with different bureaus within ICAO to facilitate the sharing of information and resources, ultimately contributing to the development of a safe and efficient air transport system in the region. The role requires a proactive approach to identifying and addressing the needs of member states, as well as the ability to manage projects and initiatives that support the organization's strategic objectives.
Duties and Responsibilities:
Support the work of the Organization on civil aviation forecasting, economic planning, and statistics by soliciting user feedback, informing headquarters of significant activities, and assisting in organizing workshops.
Promote ICAO's policies on economic regulation of international air transport and assist states in implementing these policies, including monitoring air transport policies and taxation.
Raise awareness of ICAO's air transport policies and develop action plans to assist states in their implementation, coordinating with regional partners.
Mobilize resources for ICAO's initiatives by identifying funding opportunities and engaging with donors and partners.
Develop technical implementation support initiatives in collaboration with other ICAO departments, applying project management methodologies.
Perform other related duties as assigned, contributing to the overall mission of ICAO.
Required Qualifications: Candidates must possess an advanced-level university degree in aeronautics, Air Transport Economics, Business Administration, Aviation Law, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Essential qualifications include a minimum of seven years of progressively responsible experience in an aviation-related capacity, experience in project management within a civil aviation authority or international organization, and experience working with high-level government officials. Desirable qualifications include familiarity with modern project management practices and experience in negotiations with government authorities.
Educational Background: An advanced-level university degree (Master's or equivalent) in aeronautics, Air Transport Economics, Business Administration, Aviation Law, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: The position requires a minimum of seven years of experience in progressively responsible roles within an aviation-related capacity, which may include work in government, international organizations, or industry institutions. Candidates should have experience in managing projects and programs within a civil aviation authority or similar organization, as well as experience in engaging with high-level government and diplomatic officials. Relevant experience in resource mobilization and technical assistance is also essential.
Languages: Fluent reading, writing, and speaking abilities in English and French are essential for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance a candidate's profile.
Additional Notes: This position is offered on a fixed-term basis for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are international civil servants and may be assigned to various activities or offices within the organization. The remuneration for this position includes a net base salary of USD $84,672 per annum, plus a post adjustment of USD $36,324 per annum, which is subject to change. ICAO provides an attractive benefits package in accordance with the policies of the International Civil Service Commission.
