Job Overview: The Security Manager position at UNESCO is a pivotal role that involves overseeing the safety and security of the organization’s staff, delegates, visitors, and property at its headquarters in Paris. Reporting directly to the director-general" style="border-bottom: 1px dotted #007bff !important;">Assistant Director-General of the Sector for Administration and Management, the incumbent will be responsible for managing a team of approximately 90 personnel, conducting risk assessments, and implementing security regulations in compliance with host country norms. The role requires a proactive approach to developing and executing safety and security training programs, as well as coordinating security arrangements for high-profile events and meetings. The Security Manager will also maintain relationships with law enforcement and security services, ensuring a collaborative approach to safety and security operations.
Duties and Responsibilities: The Security Manager will undertake a comprehensive range of duties, including but not limited to: supervising and managing security personnel, assessing staff performance, defining roles and responsibilities, identifying training needs, and developing safety and security training programs. The incumbent will conduct risk assessments and evaluations, develop appropriate security plans and mitigation measures, and analyze safety requirements for the headquarters. Additionally, the Security Manager will manage financial resources allocated for security activities and equipment maintenance, assist the Director-General in her role as the UN Designated Official for France, and coordinate with other UN agencies. The role also involves investigating incidents of aggression, theft, or damage to property, and supervising field security operations through the Field Security Officer.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in Security Management, Political Science, International Relations, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience in a relevant area may be accepted in lieu of the advanced degree. A minimum of ten years of professional experience in security or risk management is required, with at least five years in a leadership or command role. Experience in coordinating security arrangements and conducting threat assessments is essential, along with comprehensive knowledge of safety and security program implementation.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant field such as Security Management, Political Science, or International Relations. Candidates with a first-level university degree and significant relevant experience may also be considered. Additional qualifications in firearms management or security management certifications are desirable.
Experience: The position requires a minimum of ten years of professional experience in security or risk management, with at least five years in a leadership capacity. Candidates should have experience in coordinating security arrangements and conducting threat assessments, preferably within governmental, military, or corporate environments. Familiarity with the UN system or international organizations is an advantage, as is experience in managing security for diplomats or high-profile individuals.
Languages: Fluency in French is mandatory, along with a working knowledge of English. Knowledge of other UNESCO official languages such as Arabic, Chinese, Russian, and Spanish is considered an asset and may enhance a candidate's profile.
Additional Notes: The position is classified as a P-5 level role with a standard duration of assignment of two years, which is renewable. The contract is a fixed-term appointment for six years, non-renewable. The role is open to both internal and external candidates. UNESCO offers a competitive salary, starting at approximately 149,946 USD annually, along with benefits such as 30 days of annual leave, family allowances, medical insurance, and a pension plan.
