In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

The main roles of UN Women are:

> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The position of Consultant International involves providing high-level technical expertise to support the development of gender-related documents in the Central African Republic (CAR). The consultant will work closely with the Ministry of Gender, the Ministry of Economy, and various UN agencies to enhance gender equality and women's empowerment in the country. The consultant is expected to propose a methodology for the consultation, which should include both qualitative and quantitative approaches, a timeline, and an implementation plan. The role requires a deep understanding of the national context regarding gender issues and socio-political dynamics. The consultant will be responsible for delivering three key outputs: a feasibility study for the Spotlight initiative, technical support for gender project feasibility studies, and a program document for women's initiatives in CAR. This role is crucial in addressing the alarming rates of gender-based violence and supporting the government's efforts to implement its National Development Plan post-crisis.
Duties and Responsibilities: The consultant will undertake the following duties and responsibilities:
Conduct a feasibility study for the Spotlight initiative, ensuring alignment with the National Development Plan of the CAR.
Revise the concept note for the Spotlight program and develop a detailed strategy and action plan for resource mobilization.
Provide technical support for feasibility studies on gender-sensitive infrastructure and women's economic empowerment.
Analyze and synthesize data from various sources, including stakeholder interviews and field visits, to validate findings.
Collaborate with UN agencies and government ministries to ensure the integration of gender considerations in all project phases.
Prepare reports and documentation for donor roundtables and other stakeholder meetings.
Facilitate consultations with stakeholders to gather insights and feedback on gender initiatives.
Ensure that all methodologies and approaches are scientifically sound and culturally sensitive.
Required Qualifications: The ideal candidate must possess the following qualifications:
A minimum of a Master's degree in Social Sciences, Geography, Anthropology, Demography, or Gender Studies.
A Bachelor's degree with four additional years of relevant experience may be accepted.
At least 10 years of professional experience in planning, monitoring, evaluation, and implementation of gender-related projects.
Proven experience in participatory and inclusive program development related to gender equality.
Familiarity with the Spotlight initiative and experience in monitoring and evaluation processes in similar contexts.
Strong analytical and synthesis skills, with the ability to develop action plans and strategic objectives.
Educational Background: Candidates must have at least a Master's degree in relevant fields such as Social Sciences, Geography, Anthropology, Demography, or Gender Studies. A Bachelor's degree with extensive relevant experience may also be considered. Additional certifications in project management are advantageous.
Experience: Candidates should have a minimum of 10 years of relevant professional experience in project planning, monitoring, evaluation, and implementation, particularly in gender equality initiatives. Experience in participatory program development and familiarity with the UN system is highly desirable. Proven ability to coordinate and maintain effective partnerships with various stakeholders is essential.
Languages: Fluency in written and spoken French is required. Proficiency in English is also desirable, as it will facilitate communication with international partners and stakeholders.
Additional Notes: The consultant will be based in Bangui, CAR, during the consultation period. The position may require travel within the country.
