Job Overview:
The position of Consultant-e National-e is crucial for conducting the final evaluation of the CERF Underfunded Emergencies 2025 project, which aims to support life-saving solutions for strengthening the resilience of women and youth to climate-driven disasters in the Central African Republic. The consultant will provide an independent, objective assessment of the project's overall performance, results, and lessons learned. This evaluation will inform decision-making, institutional learning, and future programming for similar interventions. The consultant will engage with various stakeholders, including beneficiaries, local organizations, and government authorities, to gather insights and document best practices. The evaluation will cover the project's relevance, coherence, effectiveness, efficiency, impact, and sustainability, ensuring that gender and disability considerations are integrated throughout the process. The consultant will also be responsible for formulating operational recommendations for scaling up and sustaining the project's outcomes in alignment with ONU Femmes' strategic priorities for 2023-2027.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conducting a comprehensive evaluation of the CERF project, focusing on its performance, relevance, coherence, effectiveness, efficiency, impact, and sustainability.
  • Engaging with stakeholders, including beneficiaries, local women's organizations, and government representatives, to gather qualitative and quantitative data.
  • Documenting best practices, innovations, and lessons learned from the project implementation.
  • Analyzing data collected through various methods, including document reviews, quantitative analyses, and qualitative interviews.
  • Preparing an inception report outlining the evaluation framework, methodology, and work plan.
  • Developing a preliminary report and a final report that includes an executive summary, findings, and actionable recommendations.
  • Facilitating validation workshops to present findings and gather feedback from stakeholders.
  • Ensuring compliance with ethical standards and confidentiality throughout the evaluation process.
  • Collaborating with the ONU Femmes team and the Reference Group to ensure alignment with organizational goals and standards.

Required Qualifications:
The consultant must possess the following qualifications:
  • A minimum of a Master's degree in evaluation, social sciences, development, economics, public policy, anthropology, gender studies, or a related field.
  • A certification in project/program management is an asset.
  • At least 7 years of professional experience in evaluating humanitarian programs and resilience initiatives in high-risk contexts.
  • Proven experience in participatory and inclusive design" style="border-bottom: 1px dotted #007bff !important;">program design and evaluation, particularly in gender equality.
  • Strong skills in developing indicator systems, data collection, and statistical analysis.
  • Familiarity with the UN system and experience working with UN agencies is preferred.
  • Excellent interpersonal skills and the ability to work in a multicultural team environment.
  • Strong communication skills, both oral and written, in French and English.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as evaluation, social sciences, development, economics, public policy, anthropology, or gender studies. Alternatively, a Bachelor's degree with two additional years of relevant experience may be accepted. A certification in project or program management would be considered an advantage.

Experience:
The consultant should have a minimum of 7 years of professional experience in evaluating humanitarian programs and resilience initiatives, particularly in high-risk environments. Experience in participatory program development and evaluation, as well as familiarity with gender equality issues, is essential. The consultant should also have a proven track record in data collection and analysis, including both quantitative and qualitative methods.

Languages:
Fluency in written and spoken French is mandatory, along with a good command of English. Proficiency in additional languages relevant to the context may be considered an asset.

Additional Notes:
The contract will be a fixed-price agreement based on UN policies, with per diem and travel expenses covered according to established rules. Payment will be structured as follows: 20% upon validation of the inception report, 30% after the preliminary report is approved by the Reference Group, 20% after the draft report is validated, and 30% upon submission of the final report and supporting materials. The evaluation will be conducted over a period of 30 days, including preparation, fieldwork, analysis, and finalization of the report. The consultant will work under the technical supervision of the Monitoring and Evaluation Specialist at ONU Femmes RCA and will collaborate with a Reference Group comprising various stakeholders.
