Job Overview:
The position involves conducting a comprehensive evaluation of a project aimed at reducing tensions and enhancing social cohesion between returnees and host communities in the Central African Republic (CAR). The project is funded by the United Nations Peacebuilding Fund and seeks to address the root causes of conflict and promote peaceful coexistence through access to identity documents, livelihoods, and transitional justice processes. The consultant will be responsible for assessing the relevance, effectiveness, efficiency, impact, and sustainability of the project, providing key insights and recommendations for future interventions. This role requires a deep understanding of the socio-political context in CAR, as well as the ability to engage with various stakeholders, including local authorities, community leaders, and beneficiaries.

Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
  • Conduct a thorough evaluation of the project, focusing on its objectives and outcomes related to reducing tensions and enhancing social cohesion.
  • Analyze the strategies implemented for access to identity documents, livelihoods, and transitional justice, assessing their effectiveness and relevance.
  • Measure the impact of the project on the target communities, particularly in terms of social cohesion and conflict prevention.
  • Engage with stakeholders, including returnees, host communities, local authorities, and civil society organizations, to gather qualitative and quantitative data.
  • Document best practices, challenges, and lessons learned from the project implementation.
  • Formulate actionable recommendations for future peacebuilding initiatives in CAR.
  • Prepare and present evaluation reports, including a startup report, a provisional report, and a final report, ensuring clarity and comprehensiveness in findings and recommendations.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in social sciences, development, political science, law, or a related field. A minimum of 10 years of relevant professional experience in project evaluation, peacebuilding, or humanitarian interventions is required. Proven experience in conducting evaluations using mixed methods (qualitative and quantitative) is essential, along with a participatory approach that is sensitive to gender, age, and vulnerable groups. Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations are also necessary.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields such as social sciences, development, political science, law, or a related discipline. This advanced education is crucial for understanding the complexities of migration, conflict resolution, and social cohesion.

Experience:
The position requires a minimum of 10 years of professional experience in the design and conduct of evaluations for development projects, peacebuilding initiatives, or humanitarian interventions. Candidates should have a proven track record of working in similar contexts and possess a strong understanding of the dynamics related to population displacement and social cohesion.

Languages:
Fluency in French is mandatory, as all communications with the joint management team (IOM-HCR) and deliverables must be produced in French. Proficiency in English is also required, as it may be necessary for certain communications and documentation. Knowledge of additional languages relevant to the region would be considered an asset.

The evaluation will be conducted over a specified period, covering the project's implementation from July 2023 to May 202
  • The consultant will be expected to travel to various project sites within CAR, and the budget for the evaluation will cover all related costs, including travel and validation workshops. The payment structure is as follows: 30% upon submission and acceptance of the startup report, 40% upon submission of the provisional evaluation report, and 30% upon acceptance of the final evaluation report.
