Job Overview:
The position of IC-National Consultant for participatory risk analysis at community level is designed to support the alignment of national level reporting against the Sendai Framework, the Paris Agreement, and Sustainable Development Goals (SDG) targets. The consultant will be responsible for conducting participatory risk analysis at the community level, which involves engaging with local stakeholders to identify and assess risks related to disasters and climate change. The consultant will also facilitate workshops and discussions to gather insights and data that will inform national reporting and strategies. This role requires a deep understanding of disaster risk governance and the ability to communicate effectively with diverse groups, ensuring that local voices are included in national frameworks.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Conducting comprehensive participatory risk assessments in selected communities, ensuring the involvement of local stakeholders.
  • Analyzing data collected from community assessments to identify key risks and vulnerabilities.
  • Facilitating workshops and focus group discussions to engage community members in the risk analysis process.
  • Collaborating with national and local government agencies to align community-level findings with national reporting frameworks.
  • Preparing detailed reports and presentations that summarize findings and recommendations for policymakers.
  • Providing technical support and guidance to local authorities in implementing risk reduction strategies.
  • Ensuring that all activities are conducted in accordance with UNDP's policies and procedures.

Required Qualifications:
Candidates must possess a strong background in disaster risk management, climate change adaptation, or related fields. They should have proven experience in participatory approaches to risk analysis and community engagement. Additionally, candidates should demonstrate strong analytical skills, with the ability to synthesize complex information into actionable recommendations. Familiarity with the Sendai Framework, Paris Agreement, and SDG targets is essential. Strong communication and interpersonal skills are also required to effectively engage with diverse stakeholders.

Educational Background:
A minimum of a Master's degree in disaster risk management, environmental science, social sciences, or a related field is required. Candidates with a PhD or equivalent experience in relevant areas will be given preference. Additional certifications in risk assessment methodologies or community engagement practices will be considered an asset.

Experience:
Candidates should have at least 5 years of relevant professional experience in disaster risk management, climate change adaptation, or related fields. Experience working with international organizations, particularly in the context of UNDP projects, is highly desirable. Proven track record of conducting participatory risk assessments and engaging with local communities is essential.

Languages:
Fluency in English is mandatory, and proficiency in other local languages is highly desirable to facilitate effective communication with community members and stakeholders.

Additional Notes:
The contract duration for this position is 62 working days over a period of 4 months. This is a senior-level consultant position, and candidates should be prepared to work independently while also collaborating with various stakeholders. The position is based in Addis Ababa, Ethiopia, and may require travel to different communities within the country. Compensation will be commensurate with experience and in line with UNDP's policies.
