Job Overview:
The position of Senior National Individual Consultant (Project Co-Ordinator) is crucial for the successful implementation of the Ethiopia Integrated Sustainable Financing Strategy (E-ISFS). The consultant will be responsible for coordinating and overseeing the project, ensuring that strong governance structures are established, and addressing any capacity gaps that may hinder the project's progress. The role requires mobilizing resources effectively and aligning project activities with Ethiopia's Homegrown Economic Reform. The consultant will work closely with various stakeholders to ensure that the project meets its objectives and contributes to the overall economic reform efforts in the country. This position demands a proactive approach to problem-solving and the ability to navigate complex political and economic landscapes.

Duties and Responsibilities:
The duties and responsibilities of the Project Co-Ordinator include but are not limited to:
  • Coordinating the implementation of the E-ISFS by establishing governance structures that facilitate effective oversight and decision-making.
  • Identifying and addressing capacity gaps within the project team and among stakeholders to ensure smooth project execution.
  • Mobilizing resources and securing funding to support project activities and initiatives.
  • Collaborating with government agencies, civil society organizations, and other stakeholders to align project goals with national development strategies.
  • Monitoring and evaluating project progress, preparing reports, and making recommendations for improvements.
  • Facilitating communication and information sharing among project partners to enhance collaboration and synergy.
  • Organizing workshops, meetings, and training sessions to build capacity and promote stakeholder engagement.
  • Ensuring compliance with UNDP policies and procedures throughout the project lifecycle.

Required Qualifications:
Candidates must possess a strong background in project management, particularly in the context of sustainable development and financing strategies. A proven track record of successfully coordinating complex projects and working with diverse stakeholders is essential. Additionally, candidates should demonstrate strong analytical and problem-solving skills, as well as the ability to work independently and as part of a team. Familiarity with UNDP's operational procedures and policies will be an advantage. Strong communication and interpersonal skills are also required to effectively engage with various stakeholders.

Educational Background:
A minimum of a Master's degree in a relevant field such as economics, public administration, international development, or a related discipline is required. Candidates with additional certifications in project management or sustainable development will be viewed favorably. A strong academic background that demonstrates a commitment to the principles of sustainable development and governance is essential.

Experience:
Candidates should have at least 5-7 years of relevant professional experience in project management, particularly in the areas of sustainable financing and governance. Experience working with international organizations, government agencies, or non-governmental organizations in Ethiopia or similar contexts is highly desirable. Proven experience in mobilizing resources and managing stakeholder relationships is also critical for this role.

Languages:
Fluency in English is mandatory, as it is the working language of the UNDP. Knowledge of Amharic or other local languages will be considered an asset, as it will facilitate communication with local stakeholders and enhance project implementation.

Additional Notes:
This position is a consultancy role and is expected to be full-time for the duration of the project. The contract duration will be specified in the proposal submitted by the consultant. The consultant will be expected to work closely with UNDP and other partners, and may be required to travel within Ethiopia as part of their duties. Compensation will be commensurate with experience and in line with UNDP's consultancy rates.
