The IEA's Energy Data Centre is responsible for collecting and disseminating energy statistics to support policy decisions and has recently modernized its data infrastructure, including the establishment of a Data Warehouse for data products.

Job Overview:
The Statistical Database Content Manager will play a crucial role in managing the Data Statistical Database Content Manager Group within the Energy Data Centre (EDC) of the IEA. This position involves overseeing the organization and enhancement of the organization's statistical content and ensuring metadata harmonization. The selected candidate will collaborate with various teams to ensure datasets are accurately harmonized and accessible for public dissemination. The role requires close cooperation with the Information Systems Unit to enhance data infrastructure and develop data products that improve data quality assurance. The manager will also maintain a calendar for data publication schedules, report significant developments to the Committee on Energy Statistics, and document data structures and transformations. This position demands a proactive approach to ensure data consistency and quality across teams and stakeholders.

Duties and Responsibilities:
  • Support the Head of the Data Development and Support Unit in managing the Data Statistical Database Content Manager Group.
  • Organize and enhance the organization's statistical content and ensure metadata harmonization.
  • Collaborate with colleagues to ensure datasets are harmonized with respect to structural characteristics and accessible on the dissemination platform.
  • Work closely with the Information Systems Unit to enhance data infrastructure and co-develop data products.
  • Ensure data consistency, quality, and accessibility across teams and external stakeholders.
  • Serve as the primary contact for interactions with the SIS_CC community regarding the .STAT platform.
  • Maintain and update a calendar tracking data publication schedules.
  • Report significant developments in data products and governance to the Committee on Energy Statistics.
  • Develop and maintain an enterprise catalog of statistical and analytical datasets. 1
  • Document data structures, transformations, lineage, and assumptions. 1
  • Collaborate with data science and analytics teams to support reproducible analysis. 1
  • Define and enforce metadata standards and usage guidelines. 1
  • Support data governance processes, including quality assessments and access controls. 1
  • Serve as a subject matter expert on key datasets for modeling and policy analysis. 1
  • Assist with onboarding and training analysts and data scientists on data assets and best practices.

Required Qualifications:
  • A university degree in information management, (energy) statistics, or a related field.
  • At least 5 years of professional experience in data processing and management.
  • Experience in project management involving diverse professional roles.
  • Proven ability to manage multiple complex projects autonomously.
  • Strong background in statistics, data science, or related analytical disciplines.
  • Proficiency in working with structured data, databases, and SQL.
  • Excellent communication skills for clear technical documentation.
  • Understanding of data governance principles.

Educational Background:
Candidates must possess a university degree in a relevant area such as information management, (energy) statistics, or other related fields. This educational background is essential for understanding the complexities of data management and statistical analysis required for the role.

Experience:
The position requires at least 5 years of professional experience in data processing and management. Candidates should have a strong background in project management, demonstrating the ability to work with colleagues from various professional backgrounds and manage multiple complex projects successfully. Experience in statistics, data science, or related analytical disciplines is also crucial.

Languages:
Excellent knowledge of written and spoken English is mandatory. A working knowledge of other languages would be considered an advantage, enhancing communication within the multicultural environment of the OECD.

Additional Notes:
The closing date for applications is midnight on 28 May 2025 (Paris time). The contract duration will be determined based on the needs of the Directorate and may involve multiple positions. The monthly salary starts at 5902 EUR, plus allowances based on eligibility, and is exempt from French income tax.
