Job Overview:
The Security Coordination Officer plays a crucial role in ensuring the safety and security of UN personnel and operations in Afghanistan. This position involves the preparation and implementation of security plans, maintaining communication with security focal points, and assessing local security conditions. The officer will be responsible for advising UN staff on potential security threats and ensuring that emergency communication systems are operational. The role requires a proactive approach to security management, including conducting training for staff on security measures and maintaining an ongoing evaluation of evacuation routes and resources. The officer will also be involved in the management of security incidents and accidents involving UN personnel and assets, ensuring that all security operations are conducted in accordance with UN policies and procedures.

Duties and Responsibilities:
The Security Coordination Officer will be responsible for a wide range of duties, including but not limited to: preparing drafts of security plans for the mission and designated areas; maintaining communication with security focal points; serving as a member of the United Nations Security Management Team; assessing local security conditions and advising personnel on potential threats; evaluating evacuation routes and resources; ensuring the availability of fire detection and firefighting equipment; conducting physical security inspections; providing advice on residential security measures; ensuring the functionality of emergency communication systems; investigating accidents and security-related incidents; managing guard forces; conducting security training; and performing other duties as assigned by the Principal Security Adviser or Chief Security Officer.

Required Qualifications:
Candidates must possess excellent knowledge of security management, particularly in post-conflict environments. They should demonstrate the ability to manage multiple security units effectively and show a commitment to gender perspectives in security operations. Strong communication skills are essential, including the ability to listen, interpret messages, and tailor communication to different audiences. Candidates should also exhibit strong planning and organizational skills, with the ability to set clear goals and adjust priorities as necessary. Professionalism, efficiency, and a calm demeanor in stressful situations are critical attributes for this role.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social/military science, or international relations with a focus on security management is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience in military, police, or security management may be accepted. A diploma from a police or military academy may also be considered equivalent, provided it is combined with four additional years of qualifying experience.

Experience:
Candidates must have a minimum of five years of progressively responsible experience in military, police, or security management with an advanced university degree, or seven years with a first-level university degree. At least five years of senior experience in security operations management within a military, police, or security organization is required. Experience at the international level is desirable, particularly in managing security units in a UN field operation or similar international organization. Certification in the UNDSS Security Analysis Process and Practice is also desirable.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations. Knowledge of French is considered an asset, as it is also a working language of the UN Secretariat.
