Job Overview:
The ICLA Technical Officer will play a crucial role in the implementation of Information, Counselling and Legal Assistance (ICLA) activities. This position involves community outreach and the provision of legal services related to legal identity, registration of internally displaced persons, and housing, land, and property rights, particularly in the context of Real Estate, Construction, and Land Law. The officer will ensure that ICLA activities align with NRC's core competencies and facilitate access to essential services. The role also includes conducting capacity-building activities at both internal and external levels, as well as engaging in legal monitoring, research, analysis, and reporting. The ICLA Technical Officer will be expected to promote technical improvements and contribute to the development of programs that effectively address the needs of the target beneficiaries, ensuring that the most vulnerable populations are prioritized in the organization's efforts.

Duties and Responsibilities:
The ICLA Technical Officer will be responsible for a wide range of duties, including but not limited to: ensuring compliance with NRC policies, guidelines, and donor requirements; implementing legal activities according to an established plan of action; conducting outreach activities to identify key locations for legal aid delivery; organizing and conducting individual and group information sessions; providing tailored legal counselling and assistance; managing legal cases effectively; conducting housing, land, and property due diligence activities; developing educational materials on legal protection issues; participating in needs assessments and feasibility studies; conducting legal research and analysis; contributing to the development of legal and advocacy documents; coordinating activities with local authorities, NGOs, and UN agencies; and maintaining proper documentation related to ICLA activities. The officer will also assist with administrative, logistics, and finance tasks as required and prepare regular plans and reports in collaboration with the line manager.

Required Qualifications:
Candidates for the ICLA Technical Officer position must possess a Bachelor’s degree in Law and have a minimum of 2 years of relevant work experience. Experience in similar roles within humanitarian or recovery contexts is essential, as is a documented record of results related to the responsibilities of the position. Fluency in the Ukrainian language is mandatory, and candidates should have at least an intermediate level of English proficiency. Additionally, candidates should demonstrate a good understanding of the context in Ukraine, particularly in the Sumy Oblast, and have experience providing information, counselling, and legal assistance to vulnerable groups.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in Law. This foundational education is critical for understanding legal principles and practices, particularly in the context of humanitarian work and legal assistance. Candidates should have a strong grasp of legal identity issues, housing, land, and property rights, as well as relevant laws and regulations that affect internally displaced persons and vulnerable communities.

Experience:
The ICLA Technical Officer position requires candidates to have a minimum of 2 years of relevant work experience. This experience should ideally be in similar roles within humanitarian or recovery contexts, where candidates have demonstrated their ability to work effectively in complex and volatile environments. Previous experience working with displaced and vulnerable populations is highly valued, as is familiarity with the challenges faced by these groups in accessing legal services and support.

Languages:
Fluency in the Ukrainian language is mandatory for this position, as the officer will be working directly with local communities and stakeholders. Additionally, candidates should possess at least an intermediate level of proficiency in English, which is important for communication within the organization and with international partners. Knowledge of other languages relevant to the local context may also be beneficial but is not explicitly required.
