Job Overview: The Emergency ResponseCoordinator plays a crucial role in coordinating and leading emergency response initiatives within the North Area Office of NRC in Ukraine. This position is particularly focused on the Shostka area of Sumy oblast, where the need for rapid response to emergencies such as shelling and evacuations is critical. The coordinator will oversee the implementation of the Rapid Multi-Purpose Cash Assistance (rMPCA) program, ensuring that it aligns with NRC's policies and technical guidance. The role involves comprehensive monitoring and reporting of emergency activities, as well as establishing constructive relationships with local authorities, NGOs, and UN agencies to facilitate effective response efforts. The coordinator will also analyze needs and gaps in the area, ensuring that responses are holistic and complement ongoing interventions.
Duties and Responsibilities: The Emergency Response Coordinator is responsible for a wide range of duties, including:
Leading the rMPCA program in the North Area Office, particularly in the Shostka area, ensuring effective implementation of emergency response initiatives.
Adhering to technical guidance and relevant Standard Operating Procedures (SOPs) for rMPCA, ensuring compliance with NRC policies.
Supporting comprehensive monitoring and reporting of emergency activities, including preparing situation reports and success stories for donor reporting and advocacy.
Conducting needs assessments and gap analyses to inform holistic response strategies.
Establishing and maintaining relationships with peer NGOs, local authorities, and UN agencies involved in rMPCA response.
Ensuring NRC's inclusion in Cash Working Group (CWG) mechanisms, particularly in the Shostka area.
Extracting key learnings from emergency response implementations to improve future actions.
Collaborating with local authorities and the Humanitarian Access and security" style="border-bottom: 1px dotted #007bff !important;">Security Team to ensure activities can be implemented in Hard to Reach (H2R) areas.
Monitoring humanitarian issues in the North of Ukraine and providing context analysis to management and program staff. 1
Working with Core Competency Teams and the Area Programme Manager to ensure high-quality programming and donor reporting fulfillment.
Required Qualifications: Candidates must possess a tertiary university degree and have a minimum of 3 years of experience in a humanitarian context. Experience in complex and volatile environments, particularly in the North of Ukraine, is essential. The ideal candidate will have humanitarian coordination experience and a proven track record of leading effective emergency responses. Strong interpersonal skills and the ability to influence others are crucial, along with knowledge of leadership skills and profiles. Fluency in Ukrainian, Russian, and English (both written and verbal) is mandatory. Previous experience working with national or international NGOs is highly desirable, as is familiarity with the context in Ukraine and the CWG rotation mechanism.
Educational Background: A tertiary university degree is required for this position, ideally in a field related to humanitarian assistance, social sciences, or a relevant discipline. The educational background should provide a solid foundation for understanding the complexities of humanitarian response and emergency management.
Experience: Candidates should have at least 3 years of relevant experience in a humanitarian context, with a focus on emergency response. Experience in complex and volatile settings, particularly in the North of Ukraine, is highly valued. The candidate should demonstrate a proven ability to lead emergency response initiatives and coordinate effectively with various stakeholders, including local authorities and NGOs.
Languages: Fluency in Ukrainian, Russian, and English is mandatory for this position. Proficiency in these languages is essential for effective communication and coordination with local communities, authorities, and international partners. Additional language skills may be considered an asset but are not required.
Additional Notes: This position is part of NRC's emergency response efforts in Ukraine, particularly in the North Area Office.
