Job Overview: The consultant will play a crucial role in enhancing Jordan's national capacity to collect, analyze, and disseminate data on South-South Cooperation (SSC) in accordance with a newly developed framework. This position is vital for improving coordination between national statistical and development authorities, which will lead to more effective reporting on SSC. The consultant's work will also involve fostering collaboration with UN Regional Commissions, UNCTAD Statistics, and other international bodies, ensuring that Jordan's efforts align with global best practices and contribute to the achievement of Sustainable Development Goal (SDG) Indicator 17.3.
The consultancy is expected to last for three months and will be conducted remotely, allowing for flexibility in work arrangements while still maintaining a focus on delivering high-quality results.
Duties and Responsibilities: The consultant will be responsible for a range of duties aimed at supporting Jordan's efforts in measuring and reporting data on SSC. These include:
Assisting Jordan in reviewing existing data for reporting on SDG Indicator 17.3.1, ensuring alignment with the voluntary Conceptual Framework (CF) for SSC measurement and the related data collection template.
Documenting Jordan's experience in preparing inputs based on the manual for measuring South-South Cooperation, highlighting challenges and solutions encountered throughout the process.
Developing tools and documentation to facilitate effective data collection and processing for Jordan, ensuring that the methodologies used are robust and reliable.
Providing the collected data to the implementing agencies (ESCWA, UNCTAD) in alignment with the established framework, ensuring that all data is accurate and timely.
Collaborating with the project implementing agencies' team to draft and publish brief news articles that highlight progress in the measurement of South-South Cooperation in Jordan, thereby promoting transparency and accountability in the process.
Required Qualifications: Candidates must possess a bachelor's degree in international development, international cooperation, economics, statistics, or a related field. Additionally, a minimum of five years of experience in international development, economics, foreign direct investment, or loan-related activities in a national context is required. Candidates should demonstrate knowledge of development cooperation issues and have experience working with developing country governments. Proficiency in data management and reporting is essential, along with a proven track record in conducting related research. Experience in international cooperation with national or international agencies, development cooperation agencies, or research/academic institutions is desirable. Specialized knowledge of challenges related to South-South Cooperation is also preferred. Strong analytical, research, writing, and communication skills are required, along with excellent drafting abilities.
Educational Background: A bachelor's degree in international development, international cooperation, economics, statistics, or a related field is required for this position. Languages: Fluency in English and Arabic is required for this position, as these are the working languages of the United Nations Secretariat and ESCWA, respectively. Fluency is defined as a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding. Knowledge of French is also beneficial, as it is one of the working languages of the UN, but not mandatory for this role.
