Job Overview: The Programme Coordinator will serve as the Head of the UNODC Programme Office in Uganda, responsible for overseeing the implementation of the 'Strengthening Crime Prevention and Criminal Justice Programme in Uganda.' This role involves representing UNODC in various UN coordination mechanisms, advocating for UNODC mandates, and managing the office's resources. The incumbent will work closely with government representatives and other stakeholders to promote drug control and crime prevention initiatives. The position requires a strong understanding of the political landscape in Uganda and the ability to build partnerships with various entities to enhance UNODC's impact in the country. The Programme Coordinator will also be responsible for monitoring program implementation, collecting data, and contributing to national and regional efforts related to crime prevention and criminal justice.
Duties and Responsibilities: The Programme Coordinator will have a wide range of responsibilities, including: representing UNODC in country-level UN coordination mechanisms; advocating for UNODC mandates with government representatives; administering the Programme Office's resources; promoting partnerships with various stakeholders; defining programme objectives and managing technical assistance; ensuring effective monitoring and data collection; identifying areas for programme growth; developing resource mobilization strategies; leading advocacy efforts; managing financial and human resources; overseeing the implementation of the 'Strengthening Crime Prevention and Criminal Justice' programme; preparing terms of reference for project staff; managing corporate measures for UN reform; ensuring coordination with UNODC operations in the Eastern African region; and performing other related duties as required.
Required Qualifications: Candidates must possess a strong understanding of UNODC mandates and the work of the UN in crime prevention and criminal justice. They should have excellent project management skills, particularly in managing large-scale and multi-donor programmes. Strong analytical and problem-solving skills are essential, along with the ability to prepare comprehensive reports and policy briefs. Candidates should also demonstrate good training skills and the ability to analyze and interpret data for decision-making. A commitment to gender perspectives and equal participation in all areas of work is crucial.
Educational Background: An advanced university degree (Master's degree or equivalent) in law, criminology, public administration, political science, international relations, or related fields is required. A first-level university degree in similar fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible professional work experience in areas relevant to crime prevention and criminal justice is required. Candidates should have experience in project management and implementation, as well as work experience at the national or international level in law enforcement, prison management, or penal reform. Experience in mobilizing resources and working within the United Nations System or similar international organizations is desirable. Familiarity with aiding government institutions and experience in data analytics are also advantageous.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another United Nations official language, such as French, is considered an advantage.
Additional Notes: This position is project funded, and the initial appointment will be for a period of one year, subject to funding availability. The extension of the appointment will depend on the extension of the mandate and/or availability of funds.
