Job Overview: The National Technical Advisor position at WFP Uganda is pivotal in enhancing the organization's role as a key humanitarian and development partner. The advisor will be responsible for developing tailored messaging and intelligence to effectively communicate WFP's value proposition to the Government of Uganda, International Financial Institutions (IFIs), and other development partners. This role involves strategic donor engagement, partnership building, and government engagement to align WFP's initiatives with Uganda's national development priorities. The advisor will work closely with senior management and technical units to deepen engagement with government entities and identify funding opportunities, particularly as WFP Uganda prepares to launch its next Country Strategic Plan (CSP) for 2026-2030, which emphasizes resilience-building, social protection, and food systems strengthening.
Duties and Responsibilities: The National Technical Advisor will be responsible for a variety of tasks, including:
Analyzing national development plans and IFIs projects to support the implementation of actionable strategies for WFP's engagement with the Government.
Engaging with government counterparts and IFIs to raise WFP's profile and identify opportunities for collaboration.
Providing technical support to the Country Office to enhance capacity for strategic dialogue with the Ministry of Finance and other relevant ministries.
Leading the development of IFI-specific value propositions that articulate WFP's contributions in areas such as policy reform and climate adaptation.
Facilitating strategic meetings between WFP Uganda leadership and senior government officials.
Organizing donor roundtables and partnership forums to support Uganda's national development agenda.
Preparing engagement strategies and briefing materials for collaboration with government ministries, including identifying co-financing opportunities with IFIs.
Required Qualifications: Candidates must possess an advanced university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or a related field relevant to international development assistance. Alternatively, a first university degree with additional years of related work experience and/or training may be acceptable. Desired qualifications include experience working with government institutions and IFIs, as well as a proven track record in developing relationships and managing strategic partnerships with governments and development partners.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, or Social Sciences. Candidates with a first university degree and significant relevant experience may also be considered. This educational foundation is essential for understanding the complexities of international development and the specific challenges faced by WFP in its mission.
Experience: The ideal candidate should have substantial experience working in government institutions and with International Financial Institutions (IFIs). This includes a strong background in engaging with national authorities and managing strategic partnerships with governments and development partners. Experience in analyzing development plans and implementing strategies to support government priorities is highly desirable, as is familiarity with the workings of IFIs such as the World Bank and African Development Bank.
Languages: Fluency in English is mandatory, with a proficiency level of C. If the duty station's language differs from English, fluency in that language is also required. Additional language skills may be advantageous but are not mandatory.
Additional Notes: This position is full-time and is based in Kampala, Uganda. The role is part of WFP's efforts to enhance its strategic positioning and financing in the region as it prepares for the upcoming Country Strategic Plan (CSP) for 2026-203
