Job Overview: The National Project Officer – E-Waste will play a crucial role in supporting the implementation of the e-waste circular economy model in Uganda, particularly in the context of the Scaling E-Waste and Energy Access Circular Models Project. This position involves coordinating various aspects of project management, including planning, monitoring, reporting, and stakeholder engagement. The officer will work under the supervision of the Chief of Mission and the Head of Programmes, directly reporting to the National Programme Officer (DRR/WASH). The role requires a proactive approach to integrating e-waste management strategies into national policies and frameworks, ensuring compliance with IOM's standards and donor requirements. The officer will also be responsible for providing technical support, facilitating capacity-building activities, and engaging with a diverse range of stakeholders to promote sustainable practices in e-waste management.
Duties and Responsibilities: The National Project Officer – E-Waste will have a comprehensive set of responsibilities, including:
Coordinating and monitoring the operational, administrative, and financial aspects of the MECC and E-waste project in line with IOM policies and donor requirements.
Providing technical support for the integration of e-waste and circular economy approaches within Uganda’s KDMECC National Plan of Action and the MECR Strategy 2025–202
Keeping supervisors informed about project implementation progress, identifying gaps or challenges, and recommending corrective actions.
Participating in the development and adjustment of work plans, project budgets, and monitoring and evaluation tools.
Preparing and disseminating project reports in accordance with IOM procedures and donor requirements.
Liaising with donors, partners, UN agencies, local authorities, and stakeholders.
Contributing to capacity-building activities for IOM staff, government, civil society partners, and communities.
Attending relevant conferences, workshops, and interagency coordination meetings. 1
Participating in the preparation of project proposals and communication products. 1
Supervising and providing training to project staff. 1
Undertaking duty travel for project implementation and monitoring visits. 1
Performing other related duties as required.
Required Qualifications: Candidates must possess a Bachelor’s degree in environmental science, engineering, project management, innovation, migration studies, climate policy, development studies, or related fields from an accredited institution, along with two years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields is acceptable. The position requires strong analytical skills, the ability to work collaboratively in a multicultural environment, and a commitment to IOM's values and mission.
Educational Background: The educational background required for this position includes a Bachelor’s degree in relevant fields such as environmental science, engineering, project management, innovation, migration studies, climate policy, or development studies. Candidates with a Master’s degree in these areas will also be considered. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is essential.
Experience: The ideal candidate should have experience in liaising with governmental authorities, national and international institutions, UN agencies, and NGOs. Experience working with migrants, refugees, and internally displaced persons is highly valued. Prior work experience with international humanitarian organizations or in a multicultural setting will be considered an advantage, as it demonstrates the ability to navigate complex environments and engage effectively with diverse stakeholders.
Languages: Proficiency in English is mandatory, as it is one of IOM's official languages. Knowledge of French and Spanish is considered an asset. Language proficiency will be evaluated during the selection process, which may include written and oral assessments to ensure candidates can communicate effectively in the required languages.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for 24 months. National Professional Officers must be nationals of the country of their employment. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and government authorizations where applicable.
