Job Overview: The Strategic Information (SI) Technical Officer position is crucial for the EpiC Uganda project, which aims to provide strategic information support to integrated life-saving HIV/TB health services across seven regions in Uganda. The SI Technical Officer will be responsible for overseeing regional SI activities, ensuring the successful implementation of SI elements of the project work plan, and achieving project targets and goals. This role involves supporting data collection and reporting at selected facilities to guarantee that accurate, timely, and complete data is available for improving service delivery. The SI Technical Officer will also engage in capacity strengthening interventions for government partners and non-governmental organizations, contributing to the development of donor reports and presentations, and ensuring compliance with reporting standards. The position requires a proactive approach to data analysis, visualization, and dissemination to enhance performance improvement in the designated region.
Duties and Responsibilities: The duties and responsibilities of the Strategic Information Technical Officer include:
Contributing to the development and updating of the SI portion of the EpiC Uganda project work plan, ensuring alignment with resource and financial constraints.
Supporting the implementation and oversight of regional SI activities, including the collection, analysis, and reporting of HIV and health program data to ensure quality and timeliness.
Analyzing, visualizing, disseminating, and utilizing service and project data, including PEPFAR data, for performance improvement.
Collaborating with the EpiC Uganda Regional Team Lead and Senior Technical Advisor to ensure compliant reporting of results and documenting program lessons.
Providing capacity strengthening interventions for government partners and NGOs as needed.
Writing timely and accurate technical reports for FHI 360, project donors, and government stakeholders.
Ensuring adherence to SI activity timeframes and budgets, and reviewing and finalizing products.
Contributing to the development of lessons learned from HRH transition activities to improve existing and new programs.
Performing other duties as assigned.
Required Qualifications: The required qualifications for the Strategic Information Technical Officer position include:
Knowledge of health and development programs in Uganda, including familiarity with the public and non-profit health sectors and health information systems.
Understanding of PEPFAR guidelines and standards for HIV service provision.
Familiarity with PEPFAR reporting systems such as DATIM and MER.
Ability to analyze and interpret data, identify errors, and prepare comprehensive reports.
Strong report writing, analytical, and communication skills, including oral presentation abilities.
Excellent organizational skills and the ability to manage multiple tasks efficiently.
Attention to detail and quality, with the ability to meet deadlines.
Professional demeanor and clear communication skills with clients, colleagues, and partners.
Proficiency in Microsoft Office Suite is required. 1
Problem-solving skills and the ability to implement corrective actions as necessary.
Educational Background: Candidates must possess a Bachelor’s degree or its international equivalent in public health, community outreachnursing, medical laboratory sciences, or other relevant disciplines. A Master’s degree in public health or a data-related field is considered an added advantage.
Experience: Candidates should have at least 4 years of work experience or an equivalent combination of relevant education and experience that enables them to successfully perform the key responsibilities of the job. Relevant experience in monitoring and evaluation of HIV care and treatment, as well as other health services and programs, is essential. Experience supporting strategic information or M&E activities at both facility and community levels is required. Previous experience working with United States Government or PEPFAR-supported programs, as well as experience in an international NGO or government agency, is desirable.
Languages: Fluency in English is mandatory for this position. Additional language skills may be beneficial but are not specified as requirements.
Additional Notes: This position may require travel within one of the three regions of Uganda: East (East, East Central, Karamoja), West (Ankole, Kigezi), or North (Lango, Acholi). The job may involve long hours of computer work and repetitive tasks. Candidates should be able to sit and stand for extended periods and lift/move up to 5 kg.
