Job Overview:
The Finance Roving Partnership Officer plays a crucial role in ensuring that the financial management policies, systems, procedures, and standard forms of the Norwegian Refugee Council (NRC) and its donors are effectively implemented. This position requires regular travel to field offices to monitor and support partners in adhering to financial guidelines and regulations. The officer will collaborate closely with the coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator to ensure compliance and provide assistance to project staff in translating work plans into budgets. The role also involves capacity building for partners, verifying financial reports, and ensuring timely payment of government taxes. The Finance Roving Partnership Officer will be responsible for maintaining overall budget control and providing regular financial status reports for field offices, contributing to the design and implementation of financial management policies, and training partners in financial processes according to NRC policies.

Duties and Responsibilities:
The Finance Roving Partnership Officer will be responsible for the following duties:
  • Ensure adherence to NRC and donor financial management policies, systems, and procedures.
  • Verify payment vouchers and other financial documents for partners.
  • Monitor partner procurements, payments, and transactions to ensure compliance with donor guidelines.
  • Oversee partner cash flows and expenditures related to projects.
  • Collaborate with the Finance Coordinator to support partners in delivering quality project documentation.
  • Assist NRC project staff in developing budgets based on work plans.
  • Ensure timely filing and payment of government taxes by partners.
  • Receive and verify interim and final financial reports from partners.
  • Provide capacity building support to partners through workshops, field visits, and discussions. 1

  • Assist the Finance Coordinator in maintaining budget control and providing financial analysis and reports. 1
  • Organize regular meetings with partners and document minutes and action plans. 1
  • Work with the Finance Coordinator to ensure an accurate and reliable master support budget is maintained. 1
  • Perform any other relevant tasks as requested by the line manager or supervisor.

Required Qualifications:
The ideal candidate for the Finance Roving Partnership Officer position should possess the following qualifications:
  • A university degree in Accounting and Finance.
  • Certification as a Public Accountant (CPA), Associate of the Chartered Institute of Certified Accountants (ACCA), or an equivalent qualification.
  • A minimum of 5 years of experience in financial and grants management within an international non-governmental organization (INGO).
  • Experience managing consortium projects is considered an added advantage.
  • Strong understanding of financial management in complex emergencies and crisis contexts.
  • Excellent ability to work independently with minimal supervision.
  • Proficiency in English, both written and verbal.
  • Advanced knowledge of Excel and standard accounting software.
  • Willingness to travel frequently to project sites.

Educational Background:
Candidates applying for the Finance Roving Partnership Officer position must have a university degree in Accounting and Finance. Additionally, they should hold a professional accounting qualification such as CPA or ACCA, which demonstrates their expertise in financial management and accounting practices.

Experience:
The position requires candidates to have at least 5 years of relevant experience in financial and grants management, particularly within an international non-governmental organization (INGO). Experience in managing consortium projects will be considered an added advantage, as it demonstrates the candidate's ability to handle complex financial arrangements and collaborate with multiple stakeholders.

Languages:

This position is based in Kampala, Uganda, with frequent travel to project sites in West Nile and Southwest regions. The contract is a national contract for 12 months, with the possibility of extension depending on funding availability. The salary is classified as grade 5 on NRC's national salary scale.
