Job Description
Job Posting Organization:
The United Nations Development System was restructured on January 1, 2019, under the leadership of the UN Secretary-General to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, supporting countries in meeting their development priorities and advancing the SDGs. The UN RCO in Pristina, Kosovo, is part of this global initiative, working under the guidance of an empowered UN Resident Coordinator, who serves as the highest-ranking official of the UN Development System at the country level.

Job Overview:
The Partnerships Officer will be stationed in the United Nations Resident Coordination Office in Pristina, Kosovo, and will report directly to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader. This role is pivotal in providing substantive support for strategic planning and coordination of UNCT partnerships, ensuring alignment with the UN Partnership Strategy and the United Nations Sustainable Development Cooperation Framework (UNSDCF). The officer will monitor and assess the partnership strategy, identify risks and opportunities, and assist in developing locally-tailored partnerships and resource mobilization strategies. The position also involves participating in joint resource mobilization efforts for the UNSDCF, providing support on financing for SDG acceleration, and contributing to knowledge management and capacity development within the UNCT.

Duties and Responsibilities:
  • Provide substantive support for strategic planning and coordination of UNCT partnerships, including the development and implementation of the UN Partnership Strategy.
  • Monitor and assess the partnership strategy, identifying emerging opportunities and necessary adjustments.
  • Assist the Resident Coordinator and UNCT in identifying risks and opportunities related to partnerships, suggesting mitigation measures.
  • Prepare inputs on due diligence processes for potential investment and partnership opportunities.
  • Contribute to dialogues with partners to enhance development assistance policies.
  • Participate in joint resource mobilization efforts, developing strategies and initiatives tailored to local contexts.
  • Analyze existing resource mobilization partnerships and relationships.
  • Assist in producing marketing materials to promote SDG investment opportunities.
  • Support knowledge management and capacity development initiatives within the UNCT. 1
  • Document data analysis requirements and provide insights through data visualization methods.

Required Qualifications:
Candidates must possess a strong understanding of sustainable development theories and concepts. They should demonstrate the ability to identify data sources, conduct research, analyze data, and draft reports on sustainable development issues. Professionalism, planning and organizing skills, and teamwork are essential competencies for this role. The officer should also be able to incorporate gender perspectives into their work and ensure equal participation of all genders in all areas of work.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of two years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization, or development finance in the context of development cooperation is required. Candidates should have experience in developing and implementing partnership and resource mobilization strategies, as well as supporting financing for SDGs. Additionally, one year or more of experience in data analytics or a related area is required.

Languages:
Fluency in oral and written English is mandatory for this position. Knowledge of another official United Nations language, such as French, is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is rated as 'confident' in two of the four areas.

This is a fixed-term limited position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Kosovo only, and candidates residing outside Kosovo may be considered if no suitable local candidates are identified.
