Job Overview: The NDC Partnership In-Country Facilitator will serve as the primary liaison between the NDC Partnership and Yemen, facilitating coordination among various stakeholders to ensure the effective implementation of the Nationally Determined Contributions (NDC). This role involves supporting the Ministry of Water and Environment in resource mobilization and monitoring NDC implementation. The facilitator will work closely with the NDC Focal Point and other governmental bodies, ensuring that Yemen's updated NDC reflects national priorities and climate vulnerabilities. This position is home-based, requiring the incumbent to utilize their own equipment and work from government facilities, and is a local position requiring Yemeni nationality or valid residence permit.
Duties and Responsibilities: The incumbent will be responsible for coordinating communication with key stakeholders, ensuring that relevant information regarding NDC Partnership engagement is disseminated effectively. They will facilitate periodic meetings to monitor the implementation of the NDC and coordinate with various partners. The facilitator will also operationalize the NDC Implementation Plan, collaborating with the NDC Partnership Support Unit to manage and update the plan, identify partners, and contribute to the development of the Implementation Plan Narrative. Additionally, they will mobilize resources for NDC implementation, track progress, and prepare quarterly reports summarizing insights and challenges. Organizing NDC-related meetings and supporting the government in preparing for significant climate events will also be part of their responsibilities.
Required Qualifications: Candidates must possess a minimum of 5 years of professional experience, with at least 3 years in climate change, project management, stakeholder engagement, or related fields. Experience in governance processes related to climate change and NDCs is essential. Familiarity with Yemen's climate policy context and the relationship between NDCs and UNFCCC processes is an asset. The ability to foster networks among various stakeholders, including government and NGOs, is crucial for this role.
Educational Background: A master’s degree in public policy, development, climate change, natural resource management, environmental management, or a related field is preferred. Alternatively, a bachelor’s degree with an additional 2 years of relevant work experience (totaling 7 years) may be accepted in lieu of an advanced degree.
Experience: The position requires a minimum of 5 years of professional experience, with 3 years specifically in areas such as climate change, project management, or stakeholder engagement. Experience in multilateral and national governance related to climate policy and NDCs is highly desirable.
Languages: Proficiency in both English and Arabic is required for this position, ensuring effective communication with local and international stakeholders.
Additional Notes: This is a local retainer contract for a duration of 12 months, with a maximum of 220 working days and the possibility of extension based on performance and funding availability. The position is home-based, meaning the incumbent will not work from a UNOPS office but from government facilities, requiring the use of personal equipment.
