Job Overview: The Development Worker (m/f/d) - Digital Specialist position is pivotal in ensuring the effective and secure operation of digital systems, networks, and devices within the health sector. This role involves supporting learning initiatives through implementation experience, research, routine Monitoring and Evaluation (M&E), and capacity building. The specialist will collaborate closely with both internal teams and external partners to provide technical support, ensuring that the Learning Centre has the necessary capacity, systems, and governance to maintain and manage robust digital platforms and services that align with the institution's mission. The individual will also provide advisory support in operationalizing digital health strategies and policies, conduct training sessions related to technology management, and assist in documenting and managing digital infrastructure.
Duties and Responsibilities: The duties and responsibilities of the Development Worker (m/f/d) - Digital Specialist include advising on systems and processes for digitization needs, which encompasses device management, user support, and other essential learning center systems in knowledge management, research, M&E, and E-learning. The specialist will capture, elaborate, and document coherent, context-appropriate technological user requirements in collaboration with end-users, government agencies, and other partners. They will conduct analyses of digital technology applications, recommend suitable digital solutions, and liaise with software vendors to communicate requirements and priorities. Additionally, the specialist will support technical setup and configuration, user testing, training, monitoring, system ticket escalation, and the transition of systems. They will contribute to the development of manuals, Standard Operating Procedures, and training materials to facilitate system implementation and assist in training users in information technology. Furthermore, the specialist will document technical product lessons learned for center-wide or global sharing and reporting, while building and maintaining strong partnerships with government agencies and partners by serving as a key advisor on strategic and operational activities.
Required Qualifications: The required qualifications for this position include a Bachelor's degree in computer science, Information Technology, Information Communication Technology, health data sciences, public policy, or a related field, with a Master's degree preferred. Candidates should have many years of working experience with a high level of responsibility and leadership in technical project management, technology management, or a similar role. Proven experience in planning, designing, and implementing technology-based solutions across the full software delivery lifecycle with stakeholders and users is essential. Additionally, candidates should have experience with diverse modern content management systems (e.g., Drupal, Joomla), web development frameworks (e.g., React, Angular, Vue.js), and the ability to integrate websites with social media platforms. Knowledge of health information systems, data management, and interoperability standards is also required, along with a better understanding of digital health platforms, mobile applications, and electronic medical records systems. Exceptional written and oral communication skills are necessary, as well as the ability to communicate effectively with individuals from varied professional and cultural backgrounds. Business fluency in English is mandatory.
Educational Background: Candidates must possess a Bachelor's degree in a relevant field such as computer science, Information Technology, Information Communication Technology, health data sciences, or public policy. A Master's degree in a related discipline is preferred, indicating a higher level of expertise and understanding of the complexities involved in digital health and technology management.
Experience: The position requires candidates to have many years of working experience, particularly in roles that involve high levels of responsibility and leadership in technical project management or technology management. Candidates should demonstrate proven experience in planning, designing, and implementing technology-based solutions, showcasing their ability to manage projects effectively and work collaboratively with various stakeholders.
Languages: Business fluency in English is mandatory for this position. While English is the primary language required for communication and documentation, knowledge of additional languages may be considered an asset, particularly if they are relevant to the local context or the stakeholders involved in the projects.
