Job Overview:
The Laboratory and Diagnostics Officer will play a crucial role in providing technical leadership and guidance for the laboratory and diagnostic components of the STRengthening Infectious Disease DEtection Systems (STRIDES) project in Malawi. This position involves leading and managing the development, implementation, and monitoring of strategic initiatives aimed at strengthening laboratory systems and diagnostic capacities. The officer will work closely with country-level teams, including project management and technical providers, to ensure effective and high-quality laboratory services. Responsibilities include developing guidelines and policies for laboratory diagnostic network strengthening, providing technical thought leadership, and contributing to project planning and evaluation. The role requires a proactive approach to identifying challenges and implementing solutions to improve access to quality diagnostic testing related to project activities.

Duties and Responsibilities:
The duties and responsibilities of the Laboratory and Diagnostics Officer include providing overall technical leadership for the laboratory and diagnostic services component of the STRIDES project, ensuring coordination with other technical areas. The officer will monitor and maintain project protocols, instruments, and training materials related to diagnostic services. Collaboration with national and regional counterparts is essential to provide the necessary technical assistance for fulfilling project objectives. The officer will also lead the development of technical briefs and reports, provide subject matter expertise for laboratory strengthening activities, and support capacity building through mentorship. Additionally, the officer will promote the integration of new diagnostic technologies, develop and monitor project work plans, and conduct analyses to identify areas for improvement. The role also involves building relationships with stakeholders, preparing reports for key stakeholders, and ensuring project activities align with approved work plans and budgets.

Required Qualifications:
Candidates must possess a Bachelor's degree in microbiology or an equivalent field related to clinical or medical laboratory diagnostics. The position requires a minimum of 4 years of relevant experience in infectious disease diagnostics or laboratory systems strengthening. Extensive knowledge of laboratory practices, diagnostic techniques, and quality assurance systems is essential. Candidates should have experience in capacity-building activities, particularly in training and mentoring laboratory personnel. Familiarity with USG-funded projects and experience working with government agencies and NGOs is highly desirable. Strong organizational, analytical, and problem-solving skills are necessary for success in this role.

Educational Background:
The educational background required for this position includes a Bachelor's degree in microbiology or its international equivalent in biological sciences, specifically within a clinical or medical laboratory diagnostic discipline. This educational foundation is critical for understanding the complexities of laboratory systems and diagnostic practices.

Experience:
The position typically requires at least 4 years of relevant experience working with infectious disease diagnostics and/or in laboratory systems strengthening. Candidates should demonstrate extensive knowledge of laboratory practices, diagnostic techniques, and quality assurance systems across various health sectors, including human, veterinary, and environmental health. Experience in designing and managing laboratory strengthening initiatives is crucial, along with a proven track record in capacity-building activities such as training and mentoring laboratory personnel.

Languages:
Fluency in English is mandatory, as the officer must be able to read, write, and speak the language proficiently. Additional language skills may be beneficial but are not specified as mandatory for this position.

Additional Notes:
This position does not have supervisory responsibilities and typically reports to an Associate Director, Technical, STRIDES Malawi. The role is based in an office environment, with the expectation of occasional travel (10% - 25%).
