Job Overview: The Data Manager position at the IEA Energy Data Centre (EDC) involves critical responsibilities in the collection, compilation, verification, research, and dissemination of energy data. The selected candidates will engage in activities that support the Agency's work on global energy challenges, including energy security, markets, efficiency, and greenhouse gas emissions. The role emphasizes the modernization of data management strategies, focusing on new data sources and analytical methods. Data Managers will contribute to the production of energy statistics and analytical models, ensuring data quality and international comparability while also identifying new data sources and collection methods. They will maintain documentation, oversee junior staff, and collaborate with other organizations on related topics, playing a vital role in the IEA's mission to address energy transitions and policy priorities.
Duties and Responsibilities: The Data Manager will be responsible for several key tasks, including:
Data Collection and Validation: Contributing to the production of energy data and statistics, ensuring compliance with governance and legal requirements, and developing methods for estimating missing values.
Database Management: Maintaining and developing statistical databases, integrating new datasets, and providing guidance to users on data preparation and interpretation.
Statistical Publications: Assisting in the production of statistical and analytical reports, delivering presentations and training, and training new recruits on methodologies.
Continuous Improvement: Enabling the continuous improvement of data quality and comparability, identifying new data sources, and contributing to the development of derived indicators for tracking energy market developments.
Required Qualifications: Candidates should possess a university degree in relevant fields such as statistics, data science, economics, mathematics, computer science, information technology, engineering, physics, or environmental studies. A postgraduate degree is advantageous. Applicants should have 2-3 years of experience in data production or analysis, with additional experience considered an asset. General knowledge of statistical concepts and applied data analysis techniques is required, along with strong communication skills to present technical content to non-technical audiences. Professional experience in the energy field is a significant advantage, and familiarity with programming languages like Python, R, and Matlab is essential. Experience with business intelligence software and SQL is also beneficial.
Educational Background: The ideal educational background for this position includes a university degree in fields relevant to energy data, such as statistics, data science, economics, mathematics, computer science, information technology, engineering, physics, or environmental studies. A postgraduate degree in one of these areas would be an advantage, enhancing the candidate's qualifications for the role.
Experience: Candidates should have at least two to three years of experience in the production and/or use of data or statistics, which can be gained from various sectors including private industry, academia, public research institutes, national administrations, or international organizations. Additional experience in the energy sector or related fields would be considered a significant asset, as it would provide valuable context and understanding of the challenges and opportunities within the energy data landscape.
Languages: Fluency in one of the two OECD official languages, English or French, is mandatory, along with knowledge of the other language and a commitment to achieving a good working level. The monthly salary starts at 5185 EUR, plus allowances based on eligibility, and is exempt from French income tax.
