Job Overview:
The International Consultant - Evaluation Team Leader will be responsible for overseeing the evaluation of the UNFPA Viet Nam Country Programme (CP) for the period 2022-202
  • This role involves designing and implementing a comprehensive evaluation strategy that assesses the performance of the CP across its six thematic areas. The evaluation aims to strengthen accountability, support evidence-based decision-making, and enhance learning for future program cycles. The team leader will coordinate a multidisciplinary team of consultants, ensuring that all evaluation deliverables meet the required quality standards and are submitted on time. The position requires a strong understanding of evaluation methodologies and the ability to integrate human rights and gender perspectives throughout the evaluation process.

Duties and Responsibilities:
The evaluation team leader will be responsible for the following duties:
  • Design and implement the evaluation methodology, ensuring it aligns with UNFPA's standards and the specific needs of the Country Programme.
  • Coordinate the evaluation team, providing guidance and support to team members, including thematic experts and a Young and Emerging Evaluator (YEE).
  • Produce and submit all required deliverables, including design reports, evaluation matrices, and final evaluation reports, ensuring they are of high quality and submitted within the specified timelines.
  • Lead the drafting and presentation of evaluation reports, facilitating discussions with stakeholders and the evaluation reference group (ERG).
  • Ensure that ethical standards are upheld throughout the evaluation process, including confidentiality and the principle of do no harm.
  • Analyze and synthesize data from various sources to inform the evaluation findings and recommendations.
  • Communicate effectively with the CPE manager and other stakeholders to ensure alignment and support for the evaluation process.
  • Participate in meetings and workshops to present findings and gather feedback from stakeholders.

Required Qualifications:
Candidates must possess the following qualifications:
  • A Master's degree in public health, social sciences, demography, statistics, development studies, or a related field.
  • At least 10 years of experience in conducting or managing evaluations in international development, with a strong track record of leading complex evaluations for UN organizations or international NGOs.
  • Demonstrated expertise in one or more thematic areas relevant to the Country Programme.
  • In-depth knowledge of theory-based evaluation approaches and proficiency in both qualitative and quantitative data collection methods.
  • Strong management and leadership skills, with the ability to coordinate a multidisciplinary team and mentor junior evaluators.
  • Excellent analytical and communication skills, with the ability to synthesize large volumes of data and present findings clearly.

Educational Background:
The position requires a Master's degree in a relevant field such as public health, social sciences, demography, statistics, or development studies. This educational background is essential for understanding the complexities of the evaluation process and the thematic areas covered by the Country Programme.

Experience:
Candidates should have a minimum of 10 years of relevant experience in conducting evaluations within the international development sector. This experience should include leading evaluations for UN agencies or similar organizations, demonstrating a strong understanding of evaluation methodologies and practices.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in Vietnamese or other languages relevant to the region would be considered an asset but is not required.

Additional Notes:
The consultancy will last for 45 workdays from May to November 2025, with most work conducted remotely. The consultant must have a valid visa to travel to Vietnam if they are not a Vietnamese citizen. All deliverables must be submitted electronically, and a hard copy of the final report is required. Payment will be made in US dollars based on the completion of deliverables, and the consultant is expected to complete specific online training courses before signing the contract.
