Job Overview: The Development Coordination Officer, Partnerships and Development Finance, is a pivotal role within the UN Resident Coordination Office in Tashkent, Uzbekistan. This position is responsible for providing strategic support for the planning and coordination of partnerships aimed at achieving the Sustainable Development Goals (SDGs). The officer will work closely with the UN Country Team (UNCT) to mobilize resources and develop innovative financing approaches to support the UN Sustainable Development Cooperation Framework. The role requires a deep understanding of development finance, partnership dynamics, and the ability to engage with various stakeholders, including government entities, private sector partners, and civil society organizations. The officer will also be tasked with advising the UN Resident Coordinator on building and maintaining partnerships, particularly in regions affected by environmental challenges, such as the Aral Sea disaster.
Duties and Responsibilities:
Provide substantive support for strategic planning and coordination of UNCT partnerships for SDG achievement, including the development and implementation of the UN Resource Mobilization and Partnership Strategy.
Support joint UNCT resource mobilization efforts for the UN Sustainable Development Cooperation Framework, including innovative financing approaches.
Advise the UN Resident Coordinator on maintaining and building partnerships in regions affected by the Aral Sea environmental disaster.
Collaborate with the RCO Economist and other experts to promote partnership initiatives that support financing for the SDGs.
Conduct liaison and coordination with UN entities and external stakeholders to package and define value propositions for partnerships.
Monitor and analyze resource mobilization opportunities and partnerships, including traditional and new potential partners and donors.
Provide input to due diligence processes for potential investment and partnership opportunities.
Act as the focal point for the management of the Multi-Partner Trust Fund for the Aral Sea region, ensuring alignment with overarching objectives. 1
Prepare briefing papers and discussion points on partnership issues related to financing for development.
Required Qualifications: Candidates must possess a minimum of seven years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization, or development finance in the context of development cooperation. Experience in developing and implementing partnership and resource mobilization strategies is essential. Familiarity with the United Nations system and inter-agency coordination is desired, along with knowledge of UN processes and regulations, particularly in partnerships and development finance. Experience in data analytics is also desirable.
Educational Background: An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is an advantage.
Experience: The position requires a minimum of seven years of progressively responsible experience in relevant fields such as partnerships, project/programme management, resource mobilization, or development finance. Candidates should have experience in developing and implementing strategies for partnerships and resource mobilization, with a preference for those who have worked within the United Nations system and have experience in inter-agency coordination. Knowledge of UN processes and regulations is also desired, along with experience in data analytics.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of Russian is desirable, and proficiency in another official UN language is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is rated as 'confident' in two of the four areas.
Additional Notes: This is a fixed-term limited position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position may be renewed based on the continued existence of the mandate and availability of funding.
