Job Overview: The Programme Assistant plays a crucial role in supporting the Programme Team at UN Women Uzbekistan Office. This position involves providing comprehensive administrative, financial, and logistical assistance to ensure the effective implementation of programs aligned with UN Women’s rules and regulations. The Programme Assistant will work closely with the Programme Analyst and other team members to facilitate the development and management of programs, ensuring that all activities are executed smoothly and efficiently. The role requires a proactive approach to problem-solving and the ability to manage multiple tasks simultaneously while maintaining a high level of professionalism and attention to detail. The Programme Assistant will also be responsible for tracking program budgets, preparing reports, and assisting in the organization of meetings and events, thereby contributing to the overall success of the office's initiatives.
Duties and Responsibilities:
Provide administrative and logistical support to the formulation and management of programs, including preparation of work plans, budgets, and proposals, and tracking fund delivery.
Assist executing partners with routine delivery and reporting of program activities and finances.
Support the audit process of programs/projects and implement audit recommendations.
Gather and compile data for documents, guidelines, speeches, and position papers in collaboration with the Programme team.
Create projects in the Quantum system, prepare budget revisions, and manage project awards and statuses.
Monitor and prepare budgets and finances for programs/projects, including preparation of FACE forms.
Process payments for consultants and create requisitions in the Quantum system.
Organize logistical arrangements for meetings, workshops, events, and missions, including travel arrangements for the Programme Team.
Draft meeting minutes and prepare presentations in collaboration with the Programme team. 1
Organize and coordinate filing of documents and maintain mailing lists. 1
Compile and process documentation from donors and the program team for various databases. 1
Provide administrative support for training organization for office personnel and partners on program and operations-related issues. 1
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
At least 5 years of progressively responsible experience in administrative or program management/support is required.
Experience in a computer environment using multiple office software packages is required.
Familiarity with ERP systems, preferably Oracle Cloud, is desirable.
Experience in supporting a team is also desirable.
Strong financial and budgeting skills are essential, along with good IT skills.
Educational Background: The minimum educational requirement for this position is the completion of secondary education. However, candidates with a Bachelor’s degree in fields such as international relations, gender studies, business administration, or public administration will be preferred. This educational background is essential for understanding the complexities of program management and the specific issues related to gender equality and women's empowerment.
Experience: Candidates must have at least 5 years of progressively responsible experience in administrative or program management/support roles. This experience should demonstrate the ability to manage various administrative tasks effectively and support program implementation. Familiarity with office software and ERP systems, particularly Oracle Cloud, is highly desirable, as is experience in a team support role. The level of experience required indicates that the candidate should be capable of handling complex tasks and contributing to the overall success of the program team.
Languages: Fluency in English and Uzbek is required for this position, as these languages are essential for effective communication within the team and with stakeholders. Additionally, fluency in Russian is desirable, as it may facilitate communication with a broader range of partners and stakeholders. Knowledge of another official UN language, such as French, Arabic, Chinese, or Spanish, is also considered an asset and may enhance the candidate's profile.
