Job Overview:
The GEWE Country Programme Manager will be responsible for the strategic positioning of UN Women as a leader in Gender Equality and Women’s Empowerment (GEWE) in Uzbekistan. This role involves managing the development, implementation, and monitoring of the country programme's annual workplan, ensuring compliance with UN Women rules and donor requirements. The manager will provide advisory and technical support on UN Women’s strategic direction for Uzbekistan, leading the design and implementation of country programming in collaboration with government, civil society, and other stakeholders. The position requires strong leadership in representing UN Women in various inter-agency coordination mechanisms, co-chairing the UN Gender Theme Group, and promoting gender equality initiatives. The manager will also oversee capacity development efforts for UN and partner organizations on GEWE, establish strategic partnerships, and manage resource mobilization strategies to support the organization's objectives in the country.

Duties and Responsibilities:
  • Manage UN Women programme in Uzbekistan, including the development and monitoring of the annual workplan, ensuring effective resource use and compliance with policies.
  • Provide advisory and technical support on strategic direction for GEWE, leading the design and implementation of country programming in consultation with stakeholders.
  • Represent UN Women in UNCT and other coordination mechanisms, co-chairing the UN Gender Theme Group and providing guidance on gender equality initiatives.
  • Lead capacity development efforts for UN and partners on GEWE, developing and implementing strategies and providing technical advice.
  • Create and maintain strategic partnerships with UN agencies, governments, and civil society organizations, implementing resource mobilization strategies.
  • Facilitate knowledge development and dissemination on GEWE national priorities, managing communications and advocacy initiatives.
  • Supervise affiliate personnel and manage the growth of the office's human resources in line with resource mobilization efforts.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage, and certifications in leading change and innovation are desirable. Candidates should demonstrate excellent program formulation, implementation, monitoring, and evaluation skills, with a strong understanding of gender equality and women's empowerment.

Educational Background:
A Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. Relevant project/programme management certifications are advantageous.

Experience:
At least 7 years of progressively responsible experience at the national and/or international level in the design, planning, implementation, monitoring, and evaluation of GEWE development projects is required. Candidates should have experience in establishing inter-relationships among international organizations and national governments, as well as in the field of gender and human rights of women. Familiarity with administrative systems and UN norms is desirable, along with experience in leading transformative development work and managing teams.

Languages:
Fluency in English is required, while fluency in Russian is desirable. Knowledge of other UN official working languages is considered an asset.
