Job Overview: The HR and Administration Officer plays a crucial role in ensuring the effective management of human resources and administrative tasks within the DRC's country program. This position is responsible for a wide range of HR functions, including recruitment, employee relations, payroll management, onboarding, leave management, and overall HR administration. The officer will work closely with the HR Specialist and other team members to facilitate smooth operations and support the organization's mission of providing assistance to displaced persons. The role requires a proactive approach to managing HR processes and ensuring compliance with organizational policies and local regulations. The officer will also be involved in maintaining a positive work environment and promoting staff welfare, which is essential for the overall success of the program.
Duties and Responsibilities: The HR and Administration Officer will have a comprehensive set of responsibilities, including but not limited to:
Payroll Management: Supporting the HR Specialist in drafting and processing the national employee payroll, ensuring timely adjustments, and distributing pay slips to staff.
Recruitment: Managing the recruitment process for officer-level positions and below, including receiving and processing recruitment requests, advertising job vacancies, preparing longlists and shortlists, coordinating interviews, and sending out offer letters.
Contract Management: Preparing employment contracts and amendments, managing casual contracts, and ensuring compliance with social security" style="border-bottom: 1px dotted #007bff !important;">security registration.
Payments: Processing HR-related payments such as medical insurance and tax payments, and managing expense reports.
Leave Management: Tracking leave for national staff and addressing inquiries related to various types of leave.
Onboarding: Coordinating the onboarding process for new hires, conducting HR orientations, and ensuring all necessary documentation is completed.
Staff Welfare: Acting as the focal point for medical insurance, scheduling annual checkups, and promoting a positive work environment.
Exit Management: Coordinating exit interviews, managing clearance processes, and ensuring proper documentation for staff separations.
Reporting: Maintaining various trackers for leave, recruitment, payments, and staff lists, and providing regular updates to the HR/Admin manager. 1
HR Administration: Managing personnel files, creating staff IDs, and ensuring proper communication of HR documents between field offices. 1
Office Administration: Overseeing administrative tasks related to office and guesthouse management, including inventory tracking and lease agreements.
Required Qualifications: Candidates must possess a minimum of 2 years of experience in a busy HR department, preferably within an international non-governmental organization (INGO) setting. Strong English literacy and proficiency in computer programs such as Word and Excel are essential. Candidates should demonstrate a high level of confidentiality and professionalism, with a commitment to accountable practices. The ability to manage a varied workload, prioritize tasks, and work under pressure is crucial. Excellent communication and interpersonal skills are required, along with a proactive and stable character that contributes positively to team dynamics.
Educational Background: A minimum of a bachelor’s degree in Human Resource Management, Business Administration, Social Sciences, Psychology, or a related field is required for this position. This educational background provides the foundational knowledge necessary for effective human resource management and administration.
Experience: The position requires at least 2 years of relevant experience in human resources, ideally within an INGO context. Candidates should have a proven track record of managing HR functions effectively and efficiently, demonstrating the ability to handle a diverse range of HR tasks and responsibilities.
Languages: Fluency in English at a professional level is mandatory, while fluency in Arabic is also required. Proficiency in additional languages may be considered an asset but is not mandatory for this position.
Additional Notes: The contract for this position is for a duration of 3 months, and it is classified as a non-management level position (H1). The expected start date is May 202
