Job Overview:
The Supply Chain - Procurement Officer plays a crucial role in ensuring that the procurement of program needs is conducted efficiently and transparently. This position involves providing technical support and estimations for procurement processes, ensuring that all materials and equipment ordered by projects are procured in a cost-effective manner. The officer will work closely with the Supply Chain Team Leader to manage procurement activities, liaise with suppliers, and maintain accurate records of procurement processes. The role requires a proactive approach to evaluating supplier performance and ensuring compliance with DRC and donor policies. The officer will also be responsible for preparing contracts, maintaining procurement databases, and supporting area offices with procurement requests, thereby contributing to the overall effectiveness of DRC's operations in Syria.

Duties and Responsibilities:
The Supply Chain - Procurement Officer will have a comprehensive set of responsibilities, including but not limited to: supporting the Supply Chain Team Leader in procuring materials and equipment; liaising with suppliers to establish realistic delivery schedules; tracking all procurement requests and orders from planning to receipt; regularly updating databases and trackers for stakeholders; participating in the evaluation of bids and proposals; preparing contracts and amendments; maintaining procurement activity databases; conducting market surveys for potential new suppliers; ensuring compliance with DRC and donor procurement policies; preparing and submitting payment requests to finance; ensuring accurate documentation for new suppliers; notifying non-winning suppliers about bid statuses; maintaining procurement data on DRC Dynamics; and performing any other tasks as requested by the line manager.

Required Qualifications:
Candidates must possess a minimum of 2 years of experience in humanitarian logistics and procurement, with a strong understanding of procurement rules and regulations from major international donors. Proficiency in MS Word, Excel, and PowerPoint is essential, along with advanced English proficiency and fluency in Arabic. The ideal candidate should demonstrate excellent organizational skills, attention to detail, and the ability to work collaboratively in a team environment.

Educational Background:
A university degree in a relevant field is required for this position. This educational background will provide the necessary foundation for understanding the complexities of procurement processes and humanitarian logistics.

Experience:
The position requires a minimum of 2 years of relevant experience in humanitarian logistics and procurement. This experience should include a solid understanding of procurement regulations and practices, as well as the ability to manage supplier relationships effectively.

Languages:
Fluency in English and Arabic is mandatory, with very good written and spoken skills in both languages. This bilingual proficiency is essential for effective communication with suppliers, stakeholders, and team members.

The contract for this position is set to last until 31 December 2025, and it is classified as a non-management level position (H1). The expected start date for the role is 1 June 202
