Job Overview:
The Senior Guarantees and Syndications Officer plays a crucial role in the Guarantees and Syndications Unit within the Private Sector Operations Department (PSOD) of ADB. This position is responsible for mobilizing financing from both commercial and public sources to support ADB's non-sovereign clients. The officer will assist in syndicating debt and maintaining relationships with various financiers, including banks, insurance companies, and multilateral development banks. The role requires a deep understanding of market dynamics and the ability to provide pricing and transaction support to project teams. The officer will also contribute to knowledge management efforts, increasing awareness of ADB's mobilization products among stakeholders and preparing relevant materials for internal and external communication. This position is pivotal in ensuring that ADB can effectively mobilize resources to support its mission of sustainable development in the region.

Duties and Responsibilities:
The duties and responsibilities of the Senior Guarantees and Syndications Officer include:
  • Providing pricing and syndication support by assisting PSOD project teams with market validation of pricing for private sector debt transactions. This involves collecting relevant market pricing comparables and preparing pricing annexes.
  • Advising project teams on pricing and syndication strategies for individual syndications, conducting deal-specific market soundings, and reviewing company, economic, and financial information for new transactions.
  • Contributing to the entire syndication process by collaborating with international, regional, and local commercial banks, insurers, development finance institutions (DFIs), and other public institutions.
  • Preparing deal teasers, information memoranda, executive summaries, and other reports for co-financiers in collaboration with the relevant Investment Department.
  • Following international lending markets and banking activities to understand and anticipate trends that may impact syndication efforts.
  • Playing a significant role in investor approval and documentation processes for syndicated financing, managing communication with co-financiers during due diligence and approval phases, and leading or coordinating the lender Q&A process.
  • Contributing to knowledge management by increasing awareness of ADB's mobilization products among financing parties and preparing staff instructions and materials on these products.
  • Supporting GSU marketing activities to reach out to new potential co-financiers and participating in preparing related seminars and workshops.

Required Qualifications:
To qualify for the Senior Guarantees and Syndications Officer position, candidates must possess a Bachelor's degree in a business or finance-related field, with a preference for those holding a Master's degree or equivalent. Candidates should have at least 8 years of relevant professional work experience, including a minimum of 4 years in a supervisory role. The ideal candidate will demonstrate strong research and analytical skills, the ability to organize and analyze data effectively, and proficiency in preparing reports and presentations. Excellent oral and written communication skills in English are essential, as is the ability to comprehend complex causal links and conduct pros and cons analyses to inform decision-making.

Educational Background:
Candidates are required to have a Bachelor's degree in a business or finance-related field. A Master's degree or equivalent is preferred, indicating a higher level of expertise and understanding of complex financial concepts and practices. Specialized experience in similar organizations is also highly valued, as it demonstrates familiarity with the operational and strategic challenges faced in the development finance sector.

Experience:
The position requires at least 8 years of relevant professional work experience, with a strong emphasis on experience in the finance or development sectors. Additionally, at least 4 years of supervisory experience is necessary, indicating the ability to lead teams and manage projects effectively. Fluency in English is mandatory for this position, as it is the primary language of communication within ADB and for external stakeholders. Excellent oral and written communication skills are essential for preparing reports, presentations, and engaging with co-financiers. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions in which ADB operates.

Additional Notes:
This position is classified as a local staff position, meaning it is open only to nationals and residents of India. It is part of ADB's Workforce Rebalancing Framework (2022-2027), which aims to enhance in-house expertise. The role is a fixed-term appointment for an initial period of three years, with the possibility of renewal. This appointment is not convertible to a regular appointment, and there is no limit on the number of renewals. Successful candidates may be required to undertake short-term assignments in other groups or departments as needed.
