Job Overview: As a Procurement Specialist at ADB, you will play a crucial role in ensuring that procurement processes are conducted efficiently and in compliance with ADB's policies. Your responsibilities will include providing technical guidance and capacity development to ensure adherence to procurement procedures for goods, works, and consulting services. You will support the implementation performance of ADB's portfolio of loans, grants, and technical assistance, particularly in the context of Public Private Partnerships (PPP). Your expertise will be essential in advising on contract management, conducting procurement risk assessments, and developing strategic procurement plans. You will collaborate with sector divisions to provide tailored procurement advice across various sectors, including public sector management, energy, transport, and urban development. This position requires a proactive approach to problem-solving and the ability to work independently while leading and mentoring junior team members. You will also contribute to the digital transformation of procurement processes and deliver training to enhance the skills of ADB staff and executing agencies.
Duties and Responsibilities: The Procurement Specialist will be responsible for a wide range of duties, including but not limited to:
Providing technical assistance and guidance to ensure compliance with ADB's procurement procedures.
Supporting improvements in the implementation performance of ADB's portfolio of loans, grants, and technical assistance.
Advising on the use of FIDIC contracts and performance-based contracting arrangements.
Conducting project procurement due diligence and strategic procurement planning.
Reviewing borrowers' procurement actions and submissions for engaging consultants under ADB loans.
Participating in the design, processing, administration, and evaluation of loan and technical assistance projects with a focus on procurement and contract management.
Leading procurement design and implementation during project processing and administration missions.
Creating procurement policies and procedures, and project administration instructions.
Coordinating the harmonization of procurement policy with other development agencies. 1
Delivering tailored training to ADB and executing agency staff to develop skills in procurement and project administration. 1
Supervising and providing leadership to reporting staff, ensuring their ongoing learning and development.
Required Qualifications: To be considered for the Procurement Specialist position, candidates must possess the following qualifications:
A university degree in Business Administration, Economics, Engineering, Public Procurement, Public Policy, Law, or related fields; a post-graduate degree is preferred.
A minimum of 6 years of relevant experience in procurement, project management, or related areas.
Experience in infrastructure projects (transport, energy, water sectors) is advantageous.
International experience working in multiple countries is preferred.
Excellent verbal and written communication skills in English.
Familiarity with ADB's and other Multilateral Development Banks' procurement and consulting services policies and procedures is preferred.
Demonstrated experience in leading projects and conducting knowledge-sharing sessions.
Educational Background: Candidates must have a university degree in a relevant field such as Business Administration, Economics, Engineering, Public Procurement, Public Policy, or Law.
