Job Overview:
The Project Manager Site Management position is crucial for implementing Site Management programming in Gaza, specifically targeting internally displaced persons (IDPs) living in displacement sites. The role involves adopting a community-based approach and integrating area-based strategies as the context evolves. The Site Management sector aligns with NRC’s Protection from Violence (PfV) core competency, emphasizing the need for effective leadership and technical support for project staff. The Project Manager will ensure adherence to NRC policies while adapting them to the operational realities in Gaza, contributing to the development of strategies that coordinate with other NRC core competencies and humanitarian actors. The position requires a strong understanding of the local context and the ability to manage complex programs effectively, ensuring that the needs of the most vulnerable populations are met.

Duties and Responsibilities:
The Project Manager will be responsible for providing leadership and supervision to project staff, ensuring clear roles and responsibilities, accountability, and professional growth. Key responsibilities include coordinating and overseeing Site Management project implementation, ensuring compliance with proposals, strategies, and donor requirements. The Project Manager will develop and implement Standard Operating Procedures (SOPs) for Site Management activities, ensuring they are context-specific and adaptable to the evolving displacement situation. Regular progress reports will be provided to the Area Manager and PfV Specialist, highlighting achievements and challenges. The role also involves capacity building of project staff and local stakeholders through structured training and knowledge-sharing initiatives. Collaboration with local authorities, community representatives, and humanitarian clusters is essential to strengthen coordination and response mechanisms. Advocacy for the rights of IDPs and returnees will be a critical component of the role, ensuring that field realities inform advocacy efforts at various levels.

Required Qualifications:
Candidates must have a minimum of 3 years of experience in a management position within a humanitarian or recovery context, with specific expertise in Technical Site Management or Camp Coordination and Management. Previous emergency response experience is essential, along with a proven track record in managing complex Site Management programs, including implementation, program development, fundraising, and budget management. A strong understanding of key technical standards, such as IASC, protection mainstreaming, IHL, and gender principles, is required, along with the ability to integrate these standards into programming. Experience in cluster/refugee coordination mechanisms and rights and protection issues is advantageous, as is experience working in complex and volatile contexts, particularly in Gaza and Palestine. Strong interpersonal skills and the ability to adapt to changing circumstances are crucial.

Educational Background:
The position requires a relevant educational background, typically a degree in a field related to humanitarian assistance, social sciences, or project management. Advanced degrees or specialized training in humanitarian response, protection, or related areas may be preferred.

Experience:
Candidates should possess at least 3 years of relevant experience in a management role within a humanitarian or recovery context. Experience in Site Management or Camp Coordination is essential, along with a demonstrated ability to manage complex programs effectively. Familiarity with the local context in Gaza and previous experience working in Palestine will be considered advantageous.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Proficiency in Arabic is considered an added advantage, enhancing communication with local stakeholders and communities.

Additional Notes:
The duty station for this position is Gaza, Palestine, although due to access challenges, it may temporarily be based in Jerusalem or Amman. The contract is for 6 months, with the possibility of renewal based on performance, availability of funds, and the ongoing need for the position. The role may require travel, with a minimum of 10% travel expected. The salary and benefits are aligned with NRC’s Grade 8 salary scale, which includes accompanying terms and conditions.
