Job Overview:
The Senior HR Manager is a pivotal role within the regional HR management support team, specifically for Jordan, Iraq, Lebanon, and Yemen. This position is responsible for ensuring that human resources are effectively planned and utilized to support the organization's programs. The Senior HR Manager will play a crucial role in the leadership of the country programs in Iraq, Lebanon, and Yemen, working under the guidance of the Deputy Regional Director – Operations and the Regional HR Director. This role involves strategic HR management, stakeholder engagement, compliance with labor laws, and the development of HR policies that align with the organizational goals and the specific needs of each country program. The Senior HR Manager will also oversee talent acquisition, workforce planning, and employee well-being initiatives, ensuring that the HR function supports the overall mission of Mercy Corps.

Duties and Responsibilities:
  • Develop and implement multi-country HR strategies that align with organizational goals and country-specific workforce needs.
  • Serve as the primary HR liaison between country teams, regional leadership, HQ, and external stakeholders.
  • Oversee the implementation of HR policies, ensuring compliance with local labor laws, donor regulations, and organizational policies.
  • Conduct risk assessments on employment contracts, benefits, and labor law changes across multiple countries.
  • Lead recruitment and onboarding processes across country offices, ensuring alignment with organizational and donor requirements.
  • Ensure competitive salary structures and benefits packages, working with Finance teams to monitor payroll systems.
  • Lead talent development initiatives, ensuring staff access to training and leadership development opportunities.
  • Foster an inclusive workplace culture that values equal opportunities and enhances employee engagement and well-being.
  • Supervise and mentor country HR teams, ensuring they have the necessary support and resources. 1
  • Conduct regular performance reviews and promote a culture of continuous learning and collaboration within the HR function.

Required Qualifications:
  • Bachelor’s degree or equivalent in a relevant field.
  • Excellent written and spoken English.
  • Previous experience leading the HR department of large teams (100 staff +).
  • INGO experience preferred.
  • Outstanding leadership and communication skills.
  • Ability to navigate difficult circumstances with a calm demeanor and in a methodical, analytical manner.
  • History of exhibiting impartial, ethical, and empathetic behavior in the workplace.
  • Approachable, discreet, and confidential.
  • Extensive knowledge and understanding of local community and culture. 1
  • Demonstrate sound judgment.

Educational Background:
A Bachelor’s degree or equivalent in a relevant field is required for this position. This educational background provides the foundational knowledge necessary for effective human resource management and understanding of organizational dynamics.

Experience:
The ideal candidate should have substantial experience leading HR departments, particularly in large teams of over 100 staff members. Experience within international non-governmental organizations (INGOs) is preferred, as it provides insight into the unique challenges and requirements of HR management in diverse cultural and operational contexts.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization. Knowledge of additional languages relevant to the regions of operation (such as Arabic) would be considered a valuable asset, enhancing communication with local teams and stakeholders.

Additional Notes:
This position is based in Jordan and may require occasional travel to support country programs, including travel to areas with limited amenities and security" style="border-bottom: 1px dotted #007bff !important;">security challenges.
