Job Overview:
The Carbon Finance Officer position is situated within the Climate Change, Resilience, and Environment Cluster (CCRE) of the Climate Change and Sustainable Development Department (CCSD) at ADB. This role is pivotal in supporting the design, development, and implementation of carbon finance projects that align with ADB's mission to promote sustainable development. The officer will work closely with various departments and international staff to ensure effective coordination and execution of carbon finance activities. The position requires a proactive approach to managing multiple tasks, tracking progress, and compiling reports on project accomplishments. The Carbon Finance Officer will also engage in capacity building for Developing Member Countries, contributing to knowledge products, and assessing greenhouse gas mitigation potential, thereby playing a crucial role in advancing ADB's carbon finance initiatives.

Duties and Responsibilities:
The Carbon Finance Officer will be responsible for a variety of tasks, including:
  • Supporting the design, development, and implementation of carbon finance projects, including reviewing project documents and knowledge products.
  • Tracking progress towards project targets and compiling reports on accomplishments.
  • Coordinating carbon finance work with other development partners and ADB Operations Departments.
  • Providing technical and capacity building support to Developing Member Countries, including organizing capacity building events.
  • Contributing to the design and development of knowledge products related to carbon finance.
  • Assessing greenhouse gas mitigation potential and identifying carbon market opportunities for ADB's project pipeline.
  • Preparing briefing notes, talking points, meeting summaries, and presentation materials for various events.
  • Conducting research on carbon finance and carbon markets, including policy issues and best practices.
  • Performing other tasks as assigned in the work plan.

Required Qualifications:
Candidates for the Carbon Finance Officer position must possess a Bachelor’s degree in engineering, economics, environmental science, or a related field, with advanced training preferred. Additionally, candidates should have at least eight years of relevant professional experience in carbon finance or carbon markets, particularly within the Asia and Pacific region. A strong understanding of carbon pricing and markets, including those emerging under Article 6 of the Paris Agreement, is essential. Experience with carbon finance and energy projects, as well as familiarity with the operations and policies of multilateral financing institutions, is advantageous. Candidates should also demonstrate strong interpersonal, project management, conceptual, team coordination, and analytical skills.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as engineering, economics, or environmental science. Advanced training in these areas is preferred, indicating a higher level of expertise and knowledge that is beneficial for the role.

Experience:
The position requires a minimum of eight years of relevant professional experience, specifically in carbon finance or carbon markets. This experience should ideally include direct involvement in projects related to carbon finance, particularly in the Asia and Pacific region. Familiarity with the operations and policies of multilateral financing institutions, as well as experience in project processing and implementation, will be considered an advantage.

Languages:
Proficiency in English, both written and verbal, is mandatory for this position. Strong communication skills are essential for effectively conveying information and collaborating with diverse teams and stakeholders. Additional language skills may be beneficial but are not specified as mandatory.
