Job Overview:
As an Operations Analyst at the Bangladesh Resident Mission (BRM) of the South Asia Department (SARD), you will play a crucial role in providing analytical and statistical support to portfolio management and country programming. Your responsibilities will include compiling and analyzing statistical data related to Country Portfolio Performance, assisting in the preparation of various reports and meeting minutes, and supporting the Country Operations team in contract award and disbursement projections. You will also be involved in maintaining updated information on development partners, organizing coordination meetings, and supporting the implementation of Technical Assistance (TA) projects. This position requires a proactive approach to identifying challenges specific to the country's systems and conditions, and you will be expected to contribute to the development and enhancement of monitoring and quality assurance tools. Your analytical skills will be essential in monitoring project progress, supporting procurement processes, and ensuring compliance with reporting requirements.

Duties and Responsibilities:
The duties and responsibilities of the Operations Analyst include:
  • Compiling statistical data and conducting data analysis for Country Portfolio Performance and related reports.
  • Assisting in the annual contract award and disbursement projections and monitoring targets.
  • Maintaining updated information on development partners and organizing coordination meetings.
  • Collecting and preparing relevant data for programming and portfolio management.
  • Participating in missions and ADB system approvals for Technical Assistance projects.
  • Developing and enhancing monitoring and quality assurance tools, including spreadsheets and databases.
  • Monitoring physical progress of projects and providing analytical support during missions.
  • Facilitating compliance with reporting requirements and preparing project completion reports.
  • Supporting the implementation of assigned Technical Assistance projects, including recruitment and management of consultants. 1
  • Performing any other tasks as required and reflected in your workplan.

Required Qualifications:
To qualify for the Operations Analyst position, candidates must possess a Bachelor's degree in engineering, science, social science, public policy and management, or related fields. Additionally, at least 5 years of relevant work experience is required, with a preference for candidates who have experience in international agencies similar to ADB. Candidates should demonstrate a strong understanding of operational processes within international development agencies, possess good analytical thinking skills, and be able to suggest solutions to project challenges. Proficiency in Microsoft Excel and IT tools for data management is essential, along with the ability to work collaboratively across diverse cultural contexts. Excellent oral and written communication skills in English are mandatory.

Educational Background:
Candidates must hold a Bachelor's degree in a relevant field such as engineering, science, social science, public policy and management, or related disciplines. This educational background is crucial for understanding the complexities of the role and the projects involved.

Experience:
The position requires a minimum of 5 years of relevant work experience. Candidates with experience in international development agencies similar to ADB will be given preference. This experience should demonstrate a solid understanding of operational processes and the ability to navigate the challenges faced in international development.

Languages:

Additional Notes:
This position is classified as a local staff role and is open only to nationals and residents of Bangladesh. It is a fixed-term appointment with the possibility of renewal for an initial period of 3 years, following specific administrative guidelines. The appointment is not convertible to a regular position, and while there is no limit on the number of renewals, the initial period may be extended based on performance and organizational needs.
