Job Overview: The Senior Gender Specialist will play a crucial role in integrating gender dimensions into AIIB's operational work. This position involves managing gender risks and impacts in investment strategies, policies, programs, and projects, ensuring compliance with AIIB's corporate commitments and Environmental and Social Policy (ESP). The specialist will contribute to AIIB's knowledge base on gender aspects, participate in the identification and appraisal of investment programs, and support clients in preparing and implementing social impact assessments and gender action plans. The role requires a proactive approach to identifying opportunities for mainstreaming gender into projects and enhancing designs to promote equality and women's empowerment.
Duties and Responsibilities: The Senior Gender Specialist's responsibilities include:
Contributing to AIIB’s knowledge base on gender aspects related to Environmental and Social Framework (ESF) requirements and thematic areas such as Occupational Health and Safety (OHS), Labor and Working Conditions (LWC), stakeholder engagement, and grievance redress mechanisms (GRM).
Participating in the identification, appraisal, design, and implementation of investment programs and projects to evaluate and manage gender and social risks and impacts.
Appraising gender and social risks associated with investment projects, including Sovereign-backed Financing (SBF) and Non-sovereign-backed Financing (NSBF).
Screening projects for potential gender risks and impacts, including Gender-Based Violence (GBV) and Sexual Exploitation and Abuse/Harassment (SEAH).
Conducting due diligence assessments on social aspects of projects and identifying potential gender-differentiated impacts.
Supporting clients in preparing social impact assessments, gender action plans, and other relevant instruments for managing social risks.
Conducting gender and social due diligence reviews and compliance studies.
Assisting clients in addressing non-compliance with obligations and developing corrective measures. 1
Supporting the Environmental and Social (ES) Head in leading the gender agenda and managing the ES Team, including coordination of interactions and capacity building efforts.
Required Qualifications: The ideal candidate must possess an advanced degree (Masters or PhD) in gender studies, social science, planning, law, or a related discipline. A minimum of 8 years of relevant experience in gender and social planning and management is required, preferably with experience in a multilateral development bank, bilateral donor, or private sector organization. Candidates with 10+ years of experience are preferred. Proven expertise in planning, management, and monitoring of gender aspects in infrastructure projects is essential, along with demonstrated experience in assessing gender impacts and risks, including GBV and SEAH. The candidate should have effective abilities in project development and supervision, including stakeholder consultations and management of gender and social risks.
Educational Background: Candidates must have an advanced degree (Masters or PhD) in gender studies, social science, planning, law, or a related discipline. This educational background is crucial for understanding the complexities of gender issues in infrastructure projects and for effectively contributing to AIIB's mission.
Experience: The position requires a minimum of 8 years of relevant experience in gender and social planning and management. Candidates with over 10 years of experience are preferred, particularly those who have worked with multilateral development banks or similar organizations. Experience in project-level gender assessments and social risk management is essential, as well as demonstrated team leadership experience.
Languages: Excellent written and verbal communication skills in English are mandatory. Knowledge of the language(s) of a country in which AIIB invests would be an advantage, as it would facilitate better engagement with local stakeholders and enhance project effectiveness.
