Job Description
Job Posting Organization:
UNFPA (United Nations Population Fund) is the lead UN agency focused on sexual and reproductive health and rights. Established in 1969, UNFPA operates in over 150 countries and has a mission to deliver a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. The organization emphasizes the importance of gender equality and the empowerment of women and girls, aligning its strategic plan with the Sustainable Development Goals (SDGs) and the International Conference on Population and Development (ICPD). UNFPA's strategic plan for 2022-2025 focuses on three transformative results: ending preventable maternal deaths, ending unmet need for family planning, and ending gender-based violence and harmful practices. UNFPA is committed to addressing the negative impacts of the Covid-19 pandemic on women's and girls' access to health services and reproductive rights, and it calls for collective action to build forward better in the post-pandemic world.

Job Overview:
The consultancy aims to support and track the implementation of the Protection from Sexual Exploitation and Abuse (PSEA) Action Plan and the UN’s Zero Tolerance Policy. The consultant will coordinate and manage an in-country network on PSEA, which includes both UN and international and national NGOs, working closely with the international inter-agency PSEA coordinator. The role involves direct supervision by the inter-agency international PSEA coordinator and administrative reporting to the UNFPA Gender Equality/GBV Programme Specialist. The consultant will play a crucial role in enhancing PSEA efforts in Myanmar, which has been a focus since the establishment of the PSEA Network in 201
Duties and Responsibilities:
The consultant will be responsible for several key areas: 1) Supporting the PSEA in-country program and coordination of the PSEA Network by collaborating with the international PSEA coordinator and Network co-chairs to represent the inter-agency PSEA Network, making recommendations to enhance PSEA in Myanmar, and overseeing the Network's responsibilities. 2) Strengthening PSEA within organizations and the Network by reviewing and updating training materials, facilitating training sessions for UN, NGOs, and community members, and fostering linkages with non-participating entities. 3) Engaging with the community by developing culturally appropriate communication strategies, mapping complaints mechanisms, and ensuring accessible reporting channels for SEA allegations. 4) Supporting cluster/sector coordination by mainstreaming PSEA during planning and policy development, and representing the Network in relevant meetings. 5) Providing technical support for the adoption of PSEA Minimum Operating Standards, conducting training on complaint intake and referral, and ensuring confidentiality in handling allegations. 6) Monitoring and evaluating PSEA trends in Myanmar and performing other duties as assigned by UNFPA/PSEA Network.

Required Qualifications:
Candidates must possess a good understanding of international development and humanitarian architecture, particularly the UN system. Experience in inter-agency coordination roles is advantageous, as is experience in developing and facilitating training and capacity-building activities. Familiarity with data collection and confidentiality measures is also required. Candidates should exemplify integrity, demonstrate commitment to UNFPA and the UN system, and embrace cultural diversity and change.

Educational Background:
An advanced university degree in a relevant field such as social sciences, gender studies, public/community health, or other related areas is required, along with two years of relevant work experience. Alternatively, a Bachelor's degree with four years of relevant experience in humanitarian or development settings, ideally related to PSEA and gender-based violence, is acceptable.

Experience:
The position requires candidates to have a minimum of two years of relevant work experience with an advanced degree or four years with a Bachelor's degree. Experience in humanitarian or development settings, particularly related to PSEA and gender issues, is essential. Candidates should also have experience in inter-agency coordination and capacity building.

Languages:
Proficiency in English and Myanmar languages is mandatory. Fluency in any other local languages is considered an asset, enhancing communication and engagement with diverse communities.

Additional Notes:
